Public Participation in Developing the Emergency Incident Reporting Network in Koh Samui District, Surat Thani Province

Abstract

This research aimed to 1) study the level of public participation in the development of the emergency incident reporting network in Koh Samui district, Surat Thani province 2) analyze the problems and obstacles of public participation in the development of the emergency incident reporting network in Koh Samui district, Surat Thani province and 3) propose guidelines for promoting public participation in the development of the emergency incident reporting network in Koh Samui district, Surat Thani province. The research method was mixed-methods research. Quantitative research collected data using questionnaires from the target population of 400 people. The statistics used for analysis were percentage, mean, frequency, and standard deviation. Qualitative research collected data using in-depth interviews with 5 key informants. The research results showed that 1. Public participation in the development of the emergency incident reporting network was found to be at a moderate level (S.D.=4.23) 2. The problems and obstacles to public participation in the development of the emergency incident reporting network included systemic issues such as coordination, personnel, equipment, and the lack of public knowledge and understanding regarding emergency reporting procedures. 3. The proposed guidelines for promoting public participation in the development of the emergency incident reporting network consisted of raising safety standards, conducting regular field drills, enhancing the effective use of technology, providing training for officials at all levels, establishing a single-number emergency call center, reducing redundancy and increasing the speed of coordination, and managing the budget in alignment with local conditions. These measures are expected to lead to the development of an effective prototype emergency incident reporting network system in the future.
