บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์ 1) ศึกษาระดับการมีส่วนร่วมของประชาชนในการพัฒนาเครือข่ายการแจ้งเหตุฉุกเฉิน อำเภอเกาะสมุย จังหวัดสุราษฎร์ธานี 2) ศึกษาวิเคราะห์ปัญหาและอุปสรรคของการมีส่วนร่วมของประชาชนในการพัฒนาเครือข่ายการแจ้งเหตุฉุกเฉิน อำเภอเกาะสมุย จังหวัดสุราษฎร์ธานี และ 3) เพื่อเสนอแนวทางการส่งเสริมการมีส่วนร่วมของประชาชนในการพัฒนาเครือข่ายการแจ้งเหตุฉุกเฉิน อำเภอเกาะสมุย จังหวัดสุราษฎร์ธานี วิธีการวิจัยเป็นการวิจัยแบบผสานวิธี การวิจัยเชิงปริมาณ เก็บข้อมูลโดยใช้แบบสอบถาม โดยเก็บจากกลุ่มตัวอย่าง จำนวน 400 คน สถิติที่ใช้ในการวิเคราะห์คือ ค่าร้อยละ ค่าเฉลี่ย ความถี่ และส่วนเบี่ยงเบนมาตรฐาน การวิจัยเชิงคุณภาพ เก็บข้อมูลโดยใช้แบบสัมภาษณ์เชิงลึกจากกลุ่มผู้ให้ข้อมูลสำคัญ จำนวน 5 คน ผลการวิจัยพบว่า 1) การมีส่วนร่วมของประชาชนในการพัฒนาเครือข่ายการแจ้งเหตุฉุกเฉินอยู่ในระดับปานกลาง (S.D.=4.23) 2) ปัญหาและอุปสรรคของการมีส่วนร่วมของประชาชนในการพัฒนาเครือข่ายการแจ้งเหตุฉุกเฉิน ประกอบด้วย ความเป็นระบบ เช่น การประสานงาน บุคลากร เครื่องมือ และประชาชนที่ยังขาดความรู้ความเข้าใจขั้นตอนการแจ้งเหตุฉุกเฉิน และ 3) แนวทางการส่งเสริมการมีส่วนร่วมของประชาชนในการพัฒนาเครือข่ายการแจ้งเหตุฉุกเฉิน ประกอบด้วย การยกระดับมาตรฐานความปลอดภัย การฝึกซ้อมภาคสนามอย่างสม่ำเสมอ การส่งเสริมการใช้เทคโนโลยีให้มีประสิทธิภาพมากขึ้น การอบรมเจ้าหน้าที่ทุกระดับ จัดตั้งศูนย์รับแจ้งเหตุแบบเบอร์เดียว การลดความซ้ำซ้อนและเพิ่มความเร็วในการประสานงาน และการบริหารงบประมาณให้สอดคล้องกับสภาพพื้นที่ เพื่อนำไปสู่การพัฒนาต้นแบบระบบเครือข่ายการแจ้งเหตุฉุกเฉินได้อย่างมีประสิทธิภาพต่อไป
