บทคัดย่อ
การยกระดับการไกล่เกลี่ยข้อพิพาทด้วยยุติธรรมเชิงสมานฉันท์ที่สอดคล้องกับมาตรฐานสากลมีวัตถุประสงค์เพื่อฝึกอบรมผู้ที่ประสงค์จะเป็นผู้ไกล่เกลี่ยตามพระราชบัญญัติการไกล่เกลี่ยข้อพิพาท พ.ศ. 2562 และเพื่อนิเทศติดตาม และประเมินผลการนำองค์ความรู้การไกล่เกลี่ยข้อพิพาทในการจัดการความขัดแย้งด้วยยุติธรรมเชิงสมานฉันท์ที่สอดคล้องกับมาตรฐานสากลไปประยุกต์ใช้ในเชิงนโยบาย โครงการวิจัยใช้ระเบียบวิธีแบบผสมผสาน (Mixed Methods Research) โดยใช้การเก็บข้อมูลภาคสนามเชิงคุณภาพทั้งการนิเทศติดตาม การสัมมนา และถอดบทเรียน ร่วมกับการประเมินผลเชิงปริมาณผ่านแบบสอบถามความพึงพอใจ และการวัดความรู้ก่อน–หลังการฝึกอบรม โดยการฝึกอบรมจัดขึ้นระหว่างวันที่ 3–19 กรกฎาคม 2567 เป็นเวลา 8 วัน รวม 54 ชั่วโมง มีผู้เข้ารับการฝึกอบรม จำนวน 29 คน และสำเร็จการฝึกอบรมครบตามเกณฑ์ทุกคน นอกจากนี้ผู้สำเร็จการฝึกอบรม จำนวน 13 คน ขึ้นทะเบียนเป็นผู้ไกล่เกลี่ยภาคประชาชน และสามารถจัดตั้งศูนย์ไกล่เกลี่ยตำบลศาลา อำเภอเกาะคา จังหวัดลำปาง ได้สำเร็จ อีกทั้งยังมีการเผยแพร่ความรู้ผ่านกิจกรรมอบรม สัมมนา และการเป็นวิทยากรในหลายบริบท รวมถึงการบรรจุเนื้อหาในหลักสูตรการศึกษา ทั้งนี้เพื่อให้กระบวนการไกล่เกลี่ยด้วยยุติธรรมเชิงสมานฉันท์เกิดประสิทธิผลสูงสุด ควรมีการพัฒนาอย่างเป็นระบบทั้งในระดับนโยบาย การปฏิบัติ และการฝึกอบรมให้สอดคล้องกับบริบทของสังคมไทย
