Juvenile Delinquency Prevention Strategy in Bangkok Metropolis

Abstract
This research aims to study the factors influencing the inhibition of juvenile delinquency. Strategic planning and evaluation of the juvenile delinquency prevention strategy was conducted through interviews with eight experts. The sample group was recruited from multi-stage purposive sampling, including 400 people in Bangkok. The statistics used in analyzing the data were CFA (Confirmatory Factor Analysis) which found that variable factors consist of family, education institution, local resident community, government agencies policy that had construct validity and factor loading at the 0.05 level of statistical significance. The statistics used in analyzing the data equation mode were analyzed by Multilevel Structural Equation Modeling (MSEM) according to hypothesis by the program IBM SPSS AMOS 21 (Analysis of Moment Structures). From the data analysis, the structure equation according to hypothesis was consistent with the empirical data considered by Chi – square, which equals to 212.129, while c2/df is .960, P-value is .654, RMSEA is .000, and index of fitness is .964. According to the research, it was found that (1) Factors influencing the inhibition of juvenile delinquency are composed of family and education. (2) Institutions and local community have indirect influences on the inhibition of juvenile delinquency through the access of family activities. (3) Government policy and local community indirectly influence the inhibition of juvenile delinquency through education.
Strategy 1 Training - Juveniles should be trained to suspend, prevent, and reduce the opportunities to commit a crime with mindfulness, consciousness, and awareness.
Strategy 2 Training and evaluation for the rehabilitation of juvenile delinquency - the family, educational institution, and community should be involved to resolve the problems of juvenile delinquency by playing a role model and being an instructor for youths in the community.
The eight experts recommended that the strategy be applicable and the results are at the high level, but it should be entirely inculcated to all youths. Notably, the first strategy should be implemented as soon as possible to solve the juvenile delinquency, while the second strategy should be operated along with the first one and pushed forward to the national policy in the future.
