The Drug Problem Resolving Model by the Principles of Harm Reduction

Abstract

This study is qualitative research aimed at (1) investigating the problems and obstacles of policy implementation and measures to address the problem of drug addiction by reducing harm from drug use, (2) examining the approach of reducing harm from drug use as a means of addressing drug addiction problems, and (3) identifying appropriate strategies for implementing harm reduction measures for drug addiction. The methodology involves documentary research, in-depth interviews with key informants, and a group discussion with a group of educated individuals comprising 33 individuals and eight individuals. The research results indicate that preliminary data analysis on reducing the risks associated with drug addiction can be divided into two main issues: (1) the current situation regarding the reduction of risks associated with drug addiction and (2) the implementation of policies to reduce these risks. The study also identified problems and obstacles related to legal regulations, enforcement, and policy implementation, which can be divided into three issues: (1) problems and obstacles related to the implementation of policies, laws, and enforcement, (2) problems and obstacles related to the management and control of standards in addressing drug addiction through risk reduction methods, and (3) problems and obstacles related to collaboration. The study identified potential solutions for addressing drug addiction problems through risk reduction methods, including (1) comparing Thailand's risk reduction methods for drug addiction with those of other countries, (2) addressing legal and enforcement-related problems and obstacles, (3) addressing management-related problems and obstacles, and (4) addressing collaboration-related problems and obstacles. The study also identified appropriate guidelines for addressing drug addiction problems through risk reduction methods, which include (1) establishing a perspective for addressing drug addiction problems, (2) addressing legal issues that conflict with problem-solving approaches, (3) engaging in outreach and awareness-raising efforts, and (4) integrating data. In addition, this research also presents a model suitable for practical application in solving the problem of drug addiction by reducing the risk of drug use. The model consists of the 3RE principles: Review, Remedy, and Rebrand. This model is developed from the findings of this research and has a scope for addressing the problem of drug addiction in all related organizations, especially policymakers and guideline developers, to use as a framework for policy development in addressing the problem of drug addiction during this research period.
