Practical Guidelines for Lawyer in Document Forgery

Abstract
The objective of this qualitative research was to study the practical guideline of lawyer by interviewing lawyers who had experienced in document forgery cases. Ten lawyers were examined to obtain the information about work practices and factors affecting the reliability of the evidence examination for document forgery. The research results were found that the process for questioned document submission could be classified into two methods, submission by the investigation officer and submission by the court officials. The agency who took responsibility for the documentary evidence examination was the Questioned Document Examination Sub-division, Central Police Forensic Science Division, Royal Thai Police. Factors that affected the reliability of the evidence examination in document forgery cases were the official staffs and the organization to which the evidence was submitted. That was concerning the official engagement of qualified officers who protected and secured crime scene and evidence, where a chain of custody was in practice. Moreover, the organization in charge belonged to the government agency. Problems and difficulties with document examination included the lack of questioned document examiner. Work load was not balanced with the number of examiners, resulting in the delay of examination process. In order to improve the process of document examination, increasing the number of qualified examiners is proposed. Personnel training and development should be acknowledged for responding in the current technology and situation.
