The Development of Career Partnership Network System of the Juvenile Vocational Training Centre

Abstract

           The objectives of this research are to 1) study career skill development approaches, 2) explore readiness preparation approaches and workplace career qualification requirements, and 3) create and develop a career partnership network system for children and youths from Juvenile Vocational Training Centres. The samples were selected using geographic cluster sampling and purposive sampling. A total of 50 informants (in-depth interviewees) were selected from children and youths from Juvenile Vocational Training Centres, government officers, and business people. Four focus group meetings consisted of 30 government officers and business people.


           The results of the study showed that:


  1. The career skill development approaches consisted of encouraging policy level mobility, creating concrete Memorandum of Understanding (MOU) with career partnerships, designing and updating modern skills development courses in accordance with the needs of the businesses and also those of children and youths, emphasising soft skill development, establishing trainer standards, and creating a better reputation, including preparing family and community network readiness.

  2. In terms of the career qualification requirement approach, the study found that businesses preferred better mental health and manners to vocational skillsThus, the readiness preparation consisted of exploring labor market requirements and creating optimal cooperation among various partnership networks.

  3. The creation and development of a career partnership network system consisted of establishing a joint database, working on a committee basis and enhancing motivation with government support, such as, tax reduction, enacting legislation, or honour announcement.

          Another important finding was knowledge in career qualification requirements and a list of suitable 49 businesses and enterprenuers. The recommendations from this research are as follows: 1) The Department of Juvenile Observation and Protection should establish Memorandum of Understanding (MOU) with various career partnesship networks, create suitable policies, establish nationwide career partnesship network partnership directories and act pragmatically 2) The Juvenile Vocational Training Centres should design and update modern skills development courses, create values in children and youths, emphasise developing soft skills, and cooperate with local government organisations.
