Criminal Records Management in Criminal Justice System

Abstract
This research aimed to 1) Study the a administration issues of the Criminal Record Division together with its roles in the criminal justice aspects, 2) Analyze measures and procedures for concealing or deleting the criminal record in France and Germany in order that application could be made in the future for Thailand, and 3) Customize an appropriate system for the criminal record database administration. A review of couples, theories, regulation, provision and ates relating to criminal record administration from both Thailand and overseas was contacted and crystalized into a definite system for the administration or criminal record database in Thailand.
Research results showed that agencies concerning the criminal records database administration should introduce a review, an amendment and an improvement to their regulations related to the criminal record administration. In addition, a certain law specialized to such work should be formulated. Moreover, a central criminal records agency should be established for data coordination among the criminal justice system agencies starting from offense registering, compiling, storing to the final erasing of the criminal record. Furthermore, a selection of criminal records should be properly managed for rehabilitation.
