Knowledge Management in Prevention and Suppression of Illegal Gambling in Metropolitan Police Bureau Area

Abstract

The objectives of this research are to study situation and patterns of wrongdoings related to gambling in Metropolitan Police Bureau Area, models and work processes, problems and obstacles of protection and suppression the wrongdoings concerned with gambling in order to implement the methods to develop the protection and suppression the wrongdoing related to gambling and create the handbook for police practitioners to work the most efficiently. This study was qualitative research which set the meeting by storytelling including in-depth seminar at Metropolitan Police Bureau, related regencies and defendants who used to gamble. The results of this research found that present gambling wrongdoing in Bangkok seen which most of gamblers were at the age 35-44, years mostly were general employment, and self-employments or housekeepers. There are two patterns of gambling such as basic gambling and online gambling. The most common gambling is Hiro Bakara, cards, football and local sports which is not included Thai government lottery.

Models or methods enabled to protect and suppress the gambling successfully by steps and procedure could be concluded that: (1) practitioners have to search and
find general data about gambling including the joined persons or influential people who opened gambling den in details, (2) after investigative police officers had collected data and recognized the clues or seen gambling den, have to ask rapidly for arrest warrant from the court, (3) police practitioners have to plan and be ready to arrest by studying structure of exit and entrance inside of gambling den in details, spy hides to trace inside and be ready to bring enough instruments for real practice such as camera, and video digital camera to record or take the pictures for filing the complaint process. Problems, obstacles of protecting and suppressing the gambling wrongdoing in Metropolitan Police Bureau Area found that government or commanders did not realize the importance of protecting and suppressing the cases of gambling and lack of budget to support for gambling protection and suppression process. Besides these, police officers lacks of knowledge and understandings the Code of The Gambling Act in 1935. That was the problem and obstacle to decide and arrest many cases including present. The Gambling Act is not updated and not appropriate with current situation that why the public does not obey this law.

Suggestions of protection and suppression of gambling wrongdoing as following:
(1) government or high ranking commanders should realize the importance of resolvingthe gambling problems seriously, (2) should have training courses about The Gambling Act and related laws for police officers, (3) should re-correct The Gambling Act in 1935 to have legal punishment and appropriate with present situations, (4) police officers should corroborate with the public by networking to trace the gambling area, and (5) state sector should help to campaign and educate the public popularity against the gambling seriously and continuously.
