กลยุทธ์การบริหารงบประมาณในองค์กรตำรวจ: เพิ่มประสิทธิภาพ ความโปร่งใส และความเชื่อมั่นของประชาชน

บทคัดย่อ
บทความวิชาการนี้มีวัตถุประสงค์เพื่อมุ่งเน้นกลยุทธ์การบริหารงบประมาณในองค์กรตำรวจ เพื่อเพิ่มประสิทธิภาพในการดำเนินงาน เนื่องจากสภาวะทางสังคมในประเทศไทยมีการเปลี่ยนแปลงอย่างรวดเร็ว การวางแผนเพื่อแก้ไขปัญหาอย่างรวดเร็ว แม่นยำ และเป็นธรรมจึงเป็นสิ่งจำเป็น เพื่อให้การบริหารจัดการมีความคล่องตัวและมีประสิทธิภาพสูงสุด ดังนั้น กลยุทธ์การบริหารงบประมาณที่ให้ความสำคัญกับประสิทธิภาพและผลลัพธ์จึงเป็นสิ่งสำคัญ กลยุทธ์เหล่านี้รวมถึงการกำหนดเป้าหมายเชิงกลยุทธ์ การตั้งวัตถุประสงค์ที่ชัดเจน การกำหนดตัวชี้วัดผลการดำเนินงานและตัวชี้วัดหลัก (KPIs) การใช้ทรัพยากรที่มีอยู่ให้เกิดประโยชน์สูงสุด การประเมินผลและปรับปรุงอย่างต่อเนื่อง ตลอดจนการส่งเสริมการมีส่วนร่วมของผู้มีส่วนได้ส่วนเสียและความโปร่งใสในองค์กร นอกจากนี้ จำเป็นต้องพิจารณาปัจจัยที่มีผลต่อประสิทธิภาพการบริหารงบประมาณ เช่น กรอบการใช้จ่ายงบประมาณประจำปี บุคลากรที่เกี่ยวข้องกับการดำเนินงานด้านงบประมาณ ระบบการปฏิบัติงาน ภาวะผู้นำขององค์กร และวัฒนธรรมองค์กร พร้อมการป้องกันปราบปรามอาชญากรรมและการป้องกันการกระทำความผิดซ้ำของอาชญากรตามกระบวนการยุติธรรม เป้าหมายสูงสุดคือ การสอดคล้องกับวิสัยทัศน์ขององค์กรในการเป็นหน่วยงานบังคับใช้กฎหมายที่ได้รับความไว้วางใจและความเชื่อมั่นจากประชาชน
