Guidelines on Enhancement for Bribery Perceptions Index and Disclosure of City Municipality

Abstract

This research aims to study the risk of providing and receiving bribes at beach stage of applying a building permit 2) explore level of bribery perceptions index and information disclosure of applying a building permit of municipal projects and 3) policies, measures or guidelines to increase the level of the bribery perceptions index, especially the information disclosure index of municipality. This research is qualitative research by utilizing in-depth interviews and study document regarding with applying a building permit of municipality. The result found that people who experienced bribery in applying the building permits faced a problem in delayed process to ask benefits. The cause of bribery was regulations of the Building Control Act B.E. 2522 that set loophole for officials to exercise much discretion in granting building permit and people did not comprehend laws or regulations regarding applying construction permits. Suggestions for increasing the level of bribery perceptions index and information disclosure, the executives of public agencies should promote the policy on information disclosure about operations. There should have service centers to provide advice for public and a channel to increase awareness of modern laws regard with construction permitting. In addition, it must set a guidelines of anti-bribery. The applying building permits shall conduct that follow ISO 37001: 2016 standards in order to set the effective system of anti-bribery in local government organizations.
