แนวทางการสืบสวนคดีฉ้อโกงออนไลน์: กรณีศึกษาจังหวัดขอนแก่น

บทคัดย่อ
คดีฉ้อโกงออนไลน์ของตำรวจภูธรจังหวัดขอนแก่นมีจำนวนเพิ่มขึ้นเป็นอย่างมาก ซึ่งจำนวนคดีฉ้อโกงออนไลน์ที่เพิ่มขึ้นไม่สอดคล้องกับจำนวนคดีฉ้อโกงออนไลน์ที่ดำเนินคดีเรียบร้อยแล้ว งานวิจัยนี้มีวัตถุประสงค์เพื่อที่จะศึกษาแนวทางขั้นตอนการดำเนินการสืบสวนคดีฉ้อโกงออนไลน์ในเขตรับผิดชอบของตำรวจภูธรจังหวัดขอนแก่น รวมถึงปัญหาและอุปสรรคในการดำเนินการสืบสวน เพื่อพัฒนาแนวทางการปฏิบัติหน้าที่เพื่อเพิ่มประสิทธิภาพในการดำเนินคดีฉ้อโกงออนไลน์ การวิจัยนี้ใช้ระเบียบวิธีเชิงคุณภาพ ด้วยการสัมภาษณ์เชิงลึก และศึกษาวิเคราะห์จากสำเนาสำนวนคดีของสถานีตำรวจภูธรเมืองขอนแก่น จำนวน 10 คดี โดยผลการวิจัยที่สำคัญประกอบด้วย เจ้าหน้าที่สืบสวนมีแนวทางในการดำเนินการสืบสวนคดีฉ้อโกงออนไลน์คล้ายกันกับคดีอาญาอื่นๆ แต่ในขั้นตอนการสืบสวนหาข้อมูลผู้กระทำผิด เจ้าหน้าที่ไม่มีอำนาจโดยตรงในการสืบค้นข้อมูล จำเป็นต้องมีการประสานงานจากหน่วยงานหรือองค์กรภายนอก ทำให้เกิดความล่าช้า และเจ้าหน้าที่ไม่มีประสิทธิภาพเพียงพอในการดำเนินคดีที่มีจำนวนเพิ่มมากขึ้น และมีข้อเสนอแนะที่สำคัญคือ ควรมีหน่วยงานเฉพาะที่สามารถประสานงานกับหน่วยงานหรือองค์กรภายนอกได้โดยตรง จะทำให้การสืบสวนมีประสิทธิภาพยิ่งขึ้น และให้มีการพัฒนาองค์ความรู้ให้แก่เจ้าหน้าที่เป็นประจำ
