Guidelines for Preventing Property Crime Victimization of Foreign Tourists in The Chana Songkram Metropolitan Police Station Area

Abstract

This research aimed to study the factors and conditions for victimization, to study the problems and obstacles for police officers enforcing the laws to prevent victimization, and to study the guidelines for preventing victimization. The data were collected by in-depth interviews and observations. The key informants were seven police officers, five entrepreneurs, and six foreign tourists. The results of the study are concluded as follows: The factors and conditions for victimization consist of the negligence of the tourists, the crowded condition of the neighborhood, and the isolated location of many accommodations and restaurants. The problems and obstacles for police officers enforcing the laws to prevent victimization are language barriers and damaged and insufficient CCTVs that result in being unable to check real time footage. As for the guidelines for preventing crime against the property of the tourists, there should be measures to make the neighborhood safer. Also, there should be a mobile application for foreign tourists who travel in Thailand to provide travel tips and warnings. The police should also study crime maps and statistics for each period to organize more effective police patrol and have community police officers to prevent crimes and inform tourists about the vulnerable times and places. There should also be cooperation among police, entrepreneurs and tourists.
