The aims of this study are 1) to develop a course book of Public Policy and Planning for Local Governing Associate Degree students to have a 90/90 efficiency 2) to compare learning achievement before and after using a course book and 3) to study students’ satisfactory towards using a course book in class. The study’s population are 39 Local Governing associate degree students at Phangnga Community College. The purposive samplings include 12 students at Kuraburi teaching center. Tools are lesson plans for 60 hours, a 5-unit course book, pretest and posttest, exercises for 5 units, and students’ satisfactory questionnaire. Ready-made program is used for data analyzing. Statistics are frequency, percentage, mean, standard deviations, and t-test.  

The study results are 1) the course book of Public Policy and Planning for Local Governing Associate Degree students has a 91.83/91.25 efficiency 2) the learning achievement after using a course book is higher at 46.37 percent higher than before studying significaunt at 0.013 and 3) students’ satisfactory towards using a course book is 4.28 high.

Suggestions for further use are 1) the course book should be evaluated during the teaching 2) students should be assigned to search and self-study outside the class 3) other teaching materials should be applied with the course book.  Moreover, various formats of exercises should be introduced to involve students’ interaction, to develop critical thinking, and to compare the achievement between traditional teaching and teaching with a course book
