รูปแบบการบริหารงานระบบการประกันคุณภาพภายในสถานศึกษา โรงเรียนคุรุประชาชนูทิศ (วันครู 2504)

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัญหาเกี่ยวการบริหารงานระบบการประกันคุณภาพภายในสถานศึกษาของโรงเรียนคุรุประชาชนูทิศ (วันครู 2504) 2) ศึกษาวิเคราะห์ สังเคราะห์ แนวคิด หลักการ ทฤษฎีและเอกสารต่างๆที่เกี่ยวข้อง นำมากำหนดเป็นรูปแบบการบริหารงานระบบการประกันคุณภาพภายในสถานศึกษาของโรงเรียนคุรุประชาชนูทิศ (วันครู 2504) 3) ประเมินคุณภาพการปฏิบัติงานตามรูปแบบการบริหารงานระบบการประกันคุณภาพภายในสถานศึกษาโรงเรียนคุรุประชาชนูทิศ (วันครู 2504) 4) ประเมินความพึงพอใจเกี่ยวกับการใช้รูปแบบการบริหารงานระบบการประกันคุณภาพภายในสถานศึกษาของโรงเรียนคุรุประชาชนูทิศ (วันครู 2504) วิธีดำเนินการวิจัยแบ่งออกเป็น 4 ขั้นตอน ได้แก่ ขั้นตอนที่ 1 การศึกษาสภาพปัญหาในการบริหารงานระบบการประกันคุณภาพภายในสถานศึกษาของโรงเรียนคุรุประชาชนูทิศ (วันครู 2504) ขั้นตอนที่ 2 การศึกษาวิเคราะห์ สังเคราะห์ แนวคิด หลักการ ทฤษฎีและเอกสารต่างๆ ที่เกี่ยวข้อง นำมากำหนดเป็นรูปแบบและแนวทางในการบริหารงานระบบการประกันคุณภาพภายในสถานศึกษาของโรงเรียนคุรุประชาชนูทิศ (วันครู 2504) ขั้นตอนที่ 3 การประเมินผลการปฏิบัติงานตามรูปแบบการบริหารงานระบบการประกันคุณภาพภายในสถานศึกษาของโรงเรียนคุรุประชาชนูทิศ (วันครู 2504)  และขั้นตอนที่ 4 ประเมินความพึงพอใจเกี่ยวกับการใช้รูปแบบการบริหารงานระบบการประกันคุณภาพภายในสถานศึกษาของโรงเรียนคุรุประชาชนูทิศ (วันครู 2504) เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์แบบมีโครงสร้าง แบบทดสอบความรู้ แบบสอบถามประเมินคุณภาพ และแบบประเมินความพึงพอใจ วิเคราะห์ข้อมูลโดยใช้โปรแกรมคอมพิวเตอร์สำเร็จรูป สถิติที่ใช้ในการวิจัย ได้แก่ ค่าความถี่ (Frequency) ค่าร้อยละ (Percentage) ค่าเฉลี่ย () ส่วนเบี่ยงเบนมาตรฐาน (S.D.) และคำถามปลายเปิด ใช้การวิเคราะห์เนื้อหา (Content Analysis)

          ผลการวิจัยพบว่า 1) การศึกษาสภาพปัญหาเกี่ยวกับการบริหารงานระบบการประกันคุณภาพภายในสถานศึกษาของโรงเรียนคุรุประชาชนูทิศ (วันครู 2504) ทุกประเด็นปัญหามีความสำคัญที่จะต้องดำเนินการแก้ไขในทุกปัญหา เพื่อให้การดำเนินงานในการบริหารระบบการประกันคุณภาพภายในสถานศึกษาของโรงเรียนคุรุประชาชนูทิศ (วันครู 2504) สำเร็จตามเป้าหมายและยุทธศาสตร์ อย่างมีคุณภาพและมีประสิทธิภาพ 2) การศึกษาวิเคราะห์ สังเคราะห์ แนวคิด หลักการ ทฤษฎีและเอกสารต่างๆ ที่เกี่ยวข้อง นำข้อสรุปจากการเสนอแนะจากผู้เชี่ยวชาญ และคณะกรรมการที่ได้แต่งตั้งและมอบหมายมากำหนดเป็นรูปแบบและแนวทางในการบริหารงานระบบการประกันคุณภาพภายในสถานศึกษาของโรงเรียนคุรุประชาชนูทิศ (วันครู 2504) ดังนี้ 1. การเตรียมความพร้อมก่อนดำเนินการ 2. การกำกับติดตามดูแลการปฏิบัติงานอย่างเป็นระบบและต่อเนื่อง 3. การดำเนินการประกันคุณภาพภายในสถานศึกษา 4. การประเมินผล การเขียนรายงาน 5. การรายงาน และแนวทางการดำเนินงานดำเนินการประกันคุณภาพภายในสถานศึกษา โดยใช้หลักการบริหารคุณภาพ (PDCA) ในทุกขั้นตอน 3) ผลการประเมินคุณภาพการปฏิบัติงานตามรูปแบบการบริหารงานการประกันคุณภาพภายในสถานศึกษาของโรงเรียนคุรุประชาชนูทิศ (วันครู 2504) โรงเรียนได้ส่งเสริมให้บุคลากรและผู้เกี่ยวข้องทุกคนมีความรู้ความเข้าใจเกี่ยวกับการประกันคุณภาพภายในเพื่อพร้อมรับการประเมินภายนอก มีความตระหนักและเห็นความสำคัญ มีความกระตือรือร้นให้ความร่วมมือในการพัฒนางาน พัฒนาตนเอง พัฒนาการเรียนการสอน รวมทั้งร่วมพัฒนาระบบการจัดการศึกษาของโรงเรียนอย่างเต็มความสามารถ และส่งผลจากการพัฒนาโรงเรียนคุรุประชาชนูทิศ (วันครู2504) เป็นไปตามเกณฑ์มาตรฐานของสำนักงานรับรองมาตรฐานและประเมินคุณภาพการศึกษา (องค์การมหาชน) ด้านคุณภาพการบริหารงานการประกันคุณภาพภายในสถานศึกษาของโรงเรียนคุรุประชาชนูทิศ (วันครู 2504) พบว่า การกำหนดรูปแบบการบริหารเป็นสิ่งสำคัญต่อการดำเนินงานการประกันคุณภาพภายใน โดยเริ่มตั้งแต่การประชุมเพื่อร่วมวางแผนและจัดทำคู่มือการดำเนินงานระบบงานประกันคุณภาพภายใน การวิเคราะห์ จุดเด่น จุดด้อย จัดทำแผนพัฒนาการศึกษาที่สอดคล้องกับแผนพัฒนาระบบการประกันคุณภาพภายใน  กำหนดภาระงาน/ โครงการให้มีสอดคล้องกับมาตรฐานและตัวบ่งชี้ สนับสนุนงบประมาณและวัสดุอุปกรณ์ จัดเวทีแลกเปลี่ยนเรียนรู้ กำหนดบทบาทหน้าที่ มีคณะกรรมการในการดำเนินงานทุกขั้นตอน ประเมิน กำกับติดตามโดยใช้เครื่องมือหลากหลายครอบคลุมอย่างเป็นระบบตามกรอบเวลาที่กำหนดและการจัดทำข้อมูลสารสนเทศเพื่อการนำผลมาพัฒนาและปรับปรุงวางแผนปฏิบัติงาน ให้เกิดการพัฒนาอย่างต่อเนื่องเพื่อให้ระบบงานประกันคุณภาพมีประสิทธิภาพมากขึ้น 4) การประเมินระดับความพึงพอใจ พบว่า ระดับความพึงพอใจเกี่ยวกับการใช้รูปแบบการบริหารงานระบบการประกันคุณภาพภายในสถานศึกษาของโรงเรียนคุรุประชาชนูทิศ (วันครู 2504) ในภาพรวมอยู่ในระดับมาก และความพึงพอใจในระดับมากที่สุด คือ ช่วยให้เกิดการพัฒนาคุณภาพการศึกษาให้มีประสิทธิภาพ ส่วนในข้ออื่นๆ อยู่ในระดับมาก

The objectives of this research are to: 1) determine problems regarding the management system of quality assurance in Education of  Kuruprachachanutis (Wankroo 2504). 2) determine , analyze and synthesize concepts and theories related documentation to be defined as a form of administration, quality assurance systems within the school of Kuruprachachanutis (Wankroo 2504).  3) Evaluate the performance management model quality assurance systems within the school Kuruprachachanutis (Wankroo 2504). 4) Assess the  satisfaction  about  the use of management system of quality assurance in the school of  Kuruprachachanutis (Wankroo 2504).  The research was conducted in 4 phases. Firstly, determination of problems in the management system of quality assurance in the school Kuruprachachanutis (Wankroo 2504). Secondly, determination, analysis of ideas, principles, theories and related documents.  The prescribed forms and guidelines for the management of quality assurance systems within the school of Kuruprachachanutis (Wankroo 2504). Thirdly, evaluation of the performance-based model management system for quality assurance in the school of Kuruprachachanutis (Wankroo 2504). Fourthly, assessment of satisfaction about the use of management system of quality assurance in the school of Kuruprachachanutis (Wankroo 2504). The statistics used in the research including Freq Percentage  mean Standard Deviation and open-ended questions Content analysis .

Research results were: 1) The study of problems relating to administration and quality assurance systems within the school of Kuruprachachanutis school (Wankroo 2504). All are important issues that must be resolved in every issue to ensure the implementation of management systems for quality assurance within the school of Kuruprachachanutis school (Wankroo 2504) for accomplishment to goals  and strategic quality and efficiency. 2) The study analyzed the synthesis of concepts, principles, theories and related documents. Conclusions of a recommendation from the experts.The board has appointed and assigned to determine the format and guidelines the management system of quality assurance within the school of Kuruprachachanutis school (Wankroo 2504) as follow 1. preparation before implementation 2. monitoring the operations in a systematic and ongoing. 3. Assuring the quality of education in the school. 4. Evaluating and writing a report. 5. Reporting Guidelines and the implementation of quality assurance in Education. Using quality management principles (PDCA) at every stage. 3) The quality of the performance management model for quality assurance within the school of Kuruprachachanutis school (Wankroo 2504). The school also encourages staff and all involved to have a better understanding about internal quality assurance to get the external evaluation for its  awareness and the importance  they are eager to cooperate in the development of self-development learning improvement. Including the development of school education management system at full capacity And results from development Kuruprachachanutis school (Wankroo 2504). According to the standards of the Office of Standards and Quality Assessment. (ITD) Quality management, quality assurance within  the school of Kuruprachachanutis school (Wankroo 2504). That configuration management is critical to the operation of internal quality assurance. Since the meeting was to share planning and operations manual quality assurance system. Analysis of strengths and weaknesses on Education Development Plan in line with the development plan for internal quality assurance. Assign tasks / projects to be comply with the standards and indicators. Support and materials Organizing seminars to learn, allocates roles and responsibilities.  A committee in the evaluation process. Monitoring for a comprehensive range of tools in a systematic manner. According to the time frame and the information made available to the results of a development plan to improve performance  achieve continuous improvement to the quality assurance system more efficient. 4) evaluate the level of satisfaction. indicated that  the level of satisfaction with the management model of quality assurance systems within the school of Kuruprachachanutis school (Wankroo 2504). Overall at the highest level  and satisfaction at the highest level is helping to improve the quality of education to be effective. In other deals at a high level.
