การพัฒนาศูนย์พัฒนาเด็กเล็ก สังกัดองค์การบริหารส่วนตำบลนครเจดีย์ อำเภอป่าซาง จังหวัดลำพูน

Abstract

การค้นคว้าอิสระนี้ มีวัตถุประสงค์เพื่อศึกษาระดับปัจจัยในการพัฒนา และแนวทางการพัฒนาศูนย์พัฒนาเด็กเล็กสังกัดองค์การบริหารส่วนตำบลนครเจดีย์อำเภอป่าซางจังหวัดลำพูน กลุ่มตัวอย่างที่ใช้ในการศึกษา คือ นายกองค์การบริหารส่วนตำบลนครเจดีย์  ปลัดองค์การบริหารส่วนตำบลนครเจดีย์ คณะกรรมการบริหารศูนย์พัฒนาเด็กเล็ก สมาชิกสภาองค์การบริหารส่วนตำบลนครเจดีย์ ครูผู้ดูแลเด็ก และผู้ปกครองเด็กเล็กของศูนย์พัฒนาเด็กเล็ก รวมทั้งหมด จำนวน 136 คน และกลุ่มผู้ร่วมการสนทนากลุ่ม ซึ่งได้จากการเลือกแบบเจาะจง ประกอบด้วย นายกองค์การบริหารส่วนตำบลนครเจดีย์ ปลัดองค์การบริหารส่วนตำบลนครเจดีย์ ตัวแทนคณะกรรมการบริหารศูนย์พัฒนาเด็กเล็ก สมาชิกสภาองค์การบริหารส่วนตำบลนครเจดีย์ หัวหน้าศูนย์พัฒนาเด็กเล็ก ตัวแทนผู้ปกครองเด็กเล็กของศูนย์พัฒนาเด็กเล็ก ครูผู้ดูแลเด็กดีเด่น และครูสังกัด สพฐ. ค.ศ. 3 การศึกษาปฐมวัย รวมจำนวน 19 คน เครื่องมือที่ใช้ในการศึกษา คือ แบบสอบถามปัจจัยที่มีผลต่อการพัฒนาศูนย์พัฒนาเด็กเล็ก และประเด็นคำถามเกี่ยวกับแนวทางการพัฒนาศูนย์พัฒนาเด็กเล็ก สำหรับการสนทนากลุ่ม การวิเคราะห์ข้อมูลจากแบบสอบถามโดยใช้ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน นำเสนอผลการวิเคราะห์ด้วยตารางประกอบความ ข้อมูลจากการสนทนากลุ่มใช้วิธีวิเคราะห์เนื้อหาและสรุปเป็นความเรียง

ผลการศึกษา พบว่า ระดับปัจจัยในการพัฒนาศูนย์พัฒนาเด็กเล็กเรียงตามลำดับ มากที่สุด คือ ปัจจัยด้านการสร้างสภาพแวดล้อมที่เอื้อต่อการเรียนรู้ของเด็ก รองลงมา คือ ปัจจัยด้านการจัดกิจกรรมที่ส่งเสริมพัฒนาการและการเรียนรู้ของเด็ก ปัจจัยด้านการสร้างหลักสูตรที่เหมาะสม ปัจจัยด้านการประเมินพัฒนาการและการเรียนรู้ของเด็ก ปัจจัยด้านการบูรณาการเรียนรู้ และปัจจัยด้านความสัมพันธ์ระหว่างครูผู้ดูแลเด็กและครอบครัวของเด็ก ตามลำดับ

แนวทางการพัฒนาศูนย์พัฒนาเด็กเล็ก ได้แนวทางดังนี้
คณะผู้บริหารองค์การบริหารส่วนตำบลนครเจดีย์ ร่วมกับทุกฝ่าย ควรจัดสรรงบประมาณในการสร้างสภาพแวดล้อมที่เอื้อต่อการเรียนรู้ของเด็ก ซ่อมแซม ปรับปรุง ดูแล ครุภัณฑ์ จัดสรรบุคลากรเพิ่ม ประสานงาน/ขอรับการสนับสนุนงบประมาณโครงการที่เกินศักยภาพกับส่วนราชการอื่น เช่น มูลนิธิ ภาคธุรกิจเอกชน และชุมชน สนับสนุนการสร้างสภาพแวดล้อมที่เอื้อต่อการเรียนรู้ของเด็ก และควบคุม ดูแล การดำเนินงานของศูนย์พัฒนาเด็กเล็ก

CHILDHOOD DEVELOPMENT CENTER IN NAKORN CHEDI SUBDISTRICT ADMINISTRATIVE ORGANIZATION, PASANG DISTRICT, LAMPHUN PROVINCE.

The objectives of this independent study are to determine (1) factors affecting the development and (2) the development model of a Childhood Development Center under the responsibility of Nakorn Chedi Subdistrict Administrative Organization (SAO), Pa Sang District, Lamphun province.The sample groups in this study composed of chief executive of Nakorn Chedi SAO, chief administrator of Nakorn Chedi SAO, Childhood Development Center executive board, Nakorn Chedi SAO's members, nursery teachers, and the parents; 136 people total. The sample group chosen for focus group discussion was selected by purposive sampling method including 19 people of chief executive of Nakorn Chedi SAO, chief administrator of Nakorn Chedi SAO, representatives of Childhood Development Center executive board, Nakorn Chedi SAO's members, chief executive of Nakorn Chedi Childhood Development Center, representatives of parents, nursery teachers, and primary school teachers. Tools used in this study were questionnaires on factors affecting the development of Childhood Development Center and focus group discussion on issues about development models of a Childhood Development Center. The analysed data from questionnaires were presented in percentage, mean, and standard deviation. Then present the analysed data by tables with descriptive essay. The data collected from focus group discussion was analysed by content analysis method and concluded by descriptive essay.

Factor that most affected the development of Childhood Development Center is the environment which support children's learning progress. Other important factors are activities supporting children's learning progress, appropriate learning program me, evaluation of children's learning progress and development, children's integrative learning, and relationship between teacher and child's family respectively.

From the study's participants focus group discussion, some development models can be determined. Nakorn Chedi SAO's chief executive and executive board members should allocate budget to adjust an environment to support child's learning progress. The child center's equipments should be repaired and maintained to be ready to use. More efficient personnel should be hired or allocated into the Childhood. Development Center. The organization should cooperate with other agencies such as foundations, private business sectors, or communities for additional financial supports. The administration and operation procedures in the Childhood Development Center should be closely monitored and looked after.
