การมีส่วนร่วมของประชาชนในโครงการพัฒนาเทศบาลตำบลแม่แจ่ม อำเภอแม่แจ่ม จังหวัดเชียงใหม่

Abstract

การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาระดับการมีส่วนร่วมของประชาชนและศึกษาปัญหา สาเหตุ และแนวทางแก้ไขในโครงการพัฒนาเทศบาลตำบลแม่แจ่ม อำเภอแม่แจ่ม จังหวัดเชียงใหม่ ในด้านการร่วมคิด การร่วมตัดสินใจ การร่วมปฏิบัติการตามโครงการ และการร่วมติดตามประเมินผล เป็นการวิจัยแบบผสมผสานระหว่างการวิจัยเชิงปริมาณและคุณภาพจำนวนกลุ่มตัวอย่างที่ใช้ในการวิจัยคือ 314 คน เครื่องมือที่ใช้ในการวิจัยคือแบบสอบถามและแบบสัมภาษณ์ผู้นำชุมชน วิเคราะห์ข้อมูลโดยใช้สถิติเชิงพรรณนาผลการวิจัยพบว่า

1. ระดับการมีส่วนร่วมของประชาชนในโครงการพัฒนาเทศบาลตำบลแม่แจ่ม โดยรวมอยู่ในระดับปานกลาง เมื่อพิจารณารายด้านพบว่าด้านการร่วมคิดด้านการร่วมตัดสินใจ และด้านการร่วมปฏิบัติตามโครงการ อยู่ในระดับปานกลางเช่นเดียวกัน ส่วนด้านการร่วมติดตามประเมินผลอยู่ในระดับน้อย เมื่อพิจารณาเป็นรายชุมชนพบว่าชุมชนบ้านเกาะ ระดับการมีส่วนร่วมของประชาชนอยู่ระดับมากที่สุด และน้อยที่สุดคือชุมชนบ้านเจียง

2. ปัญหา สาเหตุ และแนวทางแก้ไขในการมีส่วนร่วมของประชาชน ในโครงการพัฒนาเทศบาลตำบลแม่แจ่ม อำเภอแม่แจ่ม จังหวัดเชียงใหม่ พบว่าปัญหาด้านการร่วมติดตามประเมินผล ประชาชนมีส่วนร่วมน้อยที่สุดคือปัญหาการมีส่วนร่วมสรุปผลการติดตามผลและประเมินผลในโครงการพัฒนาเทศบาล พบว่ามีสาเหตุมาจาก ประชาชนไม่ได้เป็นคณะกรรมการเนื่องจากมีการคัดเลือกตัวแทนของชุมชนเข้าร่วมดำเนินการแล้วมากที่สุด และพบว่าผู้นำชุมชน
เสนอแนวทางแก้ไขโดยให้มีการประชาสัมพันธ์ในรูปแบบต่างๆ มากที่สุด

PEOPLE PARTICIPATIONIN MAE CHAEM MUNICIPALITY DEVELOPMENT PROJECT, MAE CHAEM DISTRICT, CHIANGMAI PROVINCE.

This research aimed to study the levels of the people participation in the development of Mae Chaem Municipal project and to study the problems and resolutions of Mae Chaem Municipal Development project, Mae Chaem District, Chiang Mai Province, including thinking process, decision making, project operation, and monitoring & evaluation, which were call mixed methodologies. The research had been operated by the community leader and people in Mae Chaem Municipality about 314 persons. This research was analyzed by a descriptive statistical method, by using questionnaires and a community leader’s interviewing. The results were found that

1. The people participation in Mae Chaem Municipal Development project were at a fair level. In case of considering in each domain ,the result revealed that thinking process, decision making and project operation were at a fair level and monitoring & evaluation was at a less than level. In addition, in case it’s considered by the village, founded that Ban Koh had the highest level in people participation, and the lowest level in people participation in development project was Ban Jiang village.

2. Problems and resolutions of people participation in development project in Mae Chaem Municipality, Mae Chaem District, Chiang Mai Province, was founded the evaluation and follow up had the lowest level of participation. Due to local people wasn’t be the committee of development project that because of each village had their own selected representative to join in the committee. The leader of the local area suggested to solve the problems by making many ways of public relation to communicate with local people to improve people’s participation in the way of development projects.
