การสร้างความเข้มแข็งทางเศรษฐกิจให้กับชุมชนโดยการพัฒนากลุ่มอาชีพ ในพื้นที่ องค์การบริหารส่วนตำบลพลสงคราม อำเภอโนนสูง จังหวัดนครราชสีมา

Abstract

งานวิจัยนี้มีวัตถุประสงค์การวิจัย คือ ศึกษาบริบทเชิงพื้นที่ในการดำเนินงานและการพัฒนาเศรษฐกิจชุมชนขององค์การบริหารส่วนตำบล แนวทางและการดำเนินการส่งเสริมการสร้างความเข้มแข็งทางเศรษฐกิจให้กับชุมชนโดยการพัฒนากลุ่มอาชีพ และผลการดำเนินการสร้างความเข้มแข็งทางเศรษฐกิจให้กับชุมชนโดยการพัฒนากลุ่มอาชีพในพื้นที่องค์การบริหารส่วนตำบลพลสงคราม อำเภอโนนสูง จังหวัดนครราชสีมา โดยการมีส่วนร่วมของภาคีการวิจัยและพัฒนาทั้งภายในและภายนอกชุมชน ด้วยการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วมกลุ่มเป้าหมาย คือ คณาจารย์และนักศึกษา บุคลากรองค์กรปกครองท้องถิ่น ผู้นำชุมชน และสมาชิกกลุ่มอาชีพในชุมชน เก็บรวบรวมข้อมูลเชิงคุณภาพโดยการสังเกตแบบมีและไม่มีส่วนร่วม การสัมภาษณ์เชิงลึก บันทึกการปฏิบัติงานและการเรียนรู้ นำมาวิเคราะห์ข้อมูลสรุปอุปนัยและวิเคราะห์เนื้อหา ผลการวิจัย พบว่า บริบทเชิงพื้นที่ในการดำเนินงานและการพัฒนาเศรษฐกิจชุมชนทั้งองค์การบริหารส่วนตำบล และชุมชน มีความพร้อมต่อการพัฒนา แนวทางและการดำเนินการส่งเสริมการสร้างความเข้มแข็งทางเศรษฐกิจให้กับชุมชนโดยการพัฒนากลุ่มอาชีพ จะต้องสร้างจากภายใน ภายนอก และทั้งภายในและภายนอกชุมชน ตามปัจจัยแห่งความสำเร็จ คือ ความรู้ การยอมรับ ศักดิ์ศรีที่เท่าเทียมของภาคีสมาชิก และการมีชุมชนเป้าหมายเป็นศูนย์กลางของการสร้างความเข้มแข็งโดยที่ผลการดำเนินการสร้างความเข้มแข็งทางเศรษฐกิจให้กับชุมชนโดยการพัฒนากลุ่มอาชีพเชิงรูปธรรมได้ทำให้มีการพัฒนา จัดตั้ง ดำเนินงานและขับเคลื่อนการจัดหาทุนของกลุ่มอาชีพในทั้ง 15 หมู่บ้านตามความเหมาะสมและการตัดสินใจของแต่ละชุมชน

COMMUNITY ECONOMIC STRENGTHENING BY DEVELOPING COMMUNITY ENTERPRISE GROUP AT TAMBONPOLSONGKRAM ADMINISTRATION ORGANIZATION, NONSUNG DISTRICT, NAKHONRATCHASIMA PROVINCE

The purposes of this research are to investigate the context of Tambon Authority Office in implementing and developing the economic community, guidelines and actions to strengthen the economy and results of the activities by developing the community enterprise at Polsongkram Sub-district Nonesung District, NakhonRatchasima. The stakeholders participate in this research and development from internal and external communities by using participatory action research method. Targets group are lecturers, students and staff from local administrative organization. The integrated framework is employed in this study to collaboratively drive the organization through knowledge, learning, participating, operating, monitoring and evaluating. Research processes are understanding and communicating with the target audiences, researching to develop or solve problems and monitor and evaluate the project. Data collection in qualitative data is observation with and without participating, in-depth interview, operating and learning memos for Inductive and content analyzes. Findings show that area contexts are appropriate for developing, guidelines and operation for communities strengthen in community enterprises. The development must come from internal and external community. Key success factors for community strengthening are knowledge, acceptance, the equal dignity of parties and target community. Finally, the result of the research and development leads to 15 communities design to establish and operate their own community enterprises.
