Measures and Procedures of Management on Alcoholic Abuse Problem in the High Risk Provincial Network: Success or Failure

Abstract

This research had the objective to study measures and process in addressing alcohol
abuse through a network of provinces which high prevalence of alcohol abuse. As well as to study
the success and failure of management of such programs. Researcher applied both qualitative
and quantitative methods for data collection. Study sites in four provinces: Lampang, Sisaket,
Kamphaengphet, and Chaiyaphum. Data were processed using analytic induction and descriptive
statistics, and also were verified using data triangulation.
The results of qualitative method found that all four provinces had implemented public
campaigns as their principal intervention to reduce alcohol abuse. That approach is not efficient
or effective enough to have impact. In addition, the coverage of the measures was not adequate
for the context. Most of the study provinces are not functioning as part of the larger network and,
thus, they lose the potential advantages of economies of scale and synergies across programs
and sites. Meanwhile the results of quantitative method showed that all four provinces could
not reduce the risk of alcohol problems. Summary, all the results are congruent with the logical
model.
The network of provinces should adopt a set of best practice approaches to combatting
alcohol abuse, with support from law enforcement and government mechanisms. There should
be a process of dissemination of the related strategies to the implementation level in each target
area. Define success goals to reduce and eliminate alcohol abuse. Encourage participation, trust
and shared values in the network. Ultimately, there also should create opportunity for civil society
and private sector to become more involved in the effort.
