Abstract
The purposes of this research were 1) to study the current conditions and the problems of management by using good governance of schools in the Secondary Educational Service Area Office 20; and 2) to develop the ways of school administration by using good governance of schools in the Secondary Educational Service Area Office 20. There were 4 steps for this research which included step 1 studying the theory, the principle, and the concept of school administration and the good governance from documents and reports; step 2 studying the current conditions and the problems of school administration by using good governance in the Secondary Educational Service Area Office 20 by making a form of questionnaire for 348 teachers and 32 administrators, interviewed 8 school administrators and the 4 jobs chief executive officers of the school passed the external quality assessment round 3 in good level; step 3 drafting the ways of school administration by using good governance in the Secondary Educational Service Area Office 20 for the experts to consider; and step 4 assessing the suitability and the possibility of school administration by using good governance in the Secondary Educational Service Area Office 20 by 5 experts. The research instruments were as follow: 1) a five – rating - scale questionnaire comprising 100 items that its discriminating indices were in the range of .20 - .81, a coefficient of reliability of the current conditions questionnaire was .98; 2) a structured interview; and 3) an assessing way form. The data were analyzed by using percentage, mean, and the standard deviation.
The results of the research were 1) the current conditions of school administration with using good governance by the board of schools in the Secondary Educational Service Area Office 20 was generally in high level in descending order from most to least: the budget administration , the personnel administration , the general administration , and the academic administration , but the current conditions of school administration with using good governance by the teachers of schools in the Secondary Educational Service Area Office 20 was generally in medium level in descending order from most to least: the general administration , the personnel administration , the budget administration , and the problems of management with using good governance by the boards of schools in the Secondary Educational Service Area Office 20 was generally in low level in descending order from most to least: the academic administration , the personnel administration , the general administration , and the budget administration , but the problems of management with using good governance by the teachers of schools in the Secondary Educational Service Area Office 20 was generally in medium level in descending order from most to least: the general administration , the personnel administration , and the budget administration ; 2) the steps of the school administration ways by using good governance of schools in the Secondary Educational Service Area Office 20 included meeting, setting a team to work, planning and setting timetable, doing, evaluating ,and improving, developing and reporting; 3) the evaluating result of the school administration ways by using good governance of schools in the Secondary Educational Service Area Office 20 was generally suitable and possible in high level, and each one of the school administration ways was also suitable and possible in high level.
