The objectives of this study were to develop the teachers instructional leadership indicators to test the consistency of developed teachers instructional leadership structure model with empirical data and to develop the development of teachers instructional leadership indicators under the secondary educational service area office 22. The process of this study was divided into 2 phases; phase 1) the development of the teachers instructional leadership indicator of secondary educational related documentary and research analysis; phase 2) the testing of teachers instructional leadership structure model of schools by using confirmatory factor analysis. The data were collected from 320 administrators and teachers of schools under the secondary educational service area office 22. A statistical package and the LISREL program were employed to analyze the data collected. Five rating scale questionnaire with index of item-objective congruence (IOC) ranged between 0.60 - 1.00 and reliability value using Cronbach's Alpha Coefficient at 0.98 was employed as research instrument.
The findings revealed that:
- the development of teachers instructional leadership indicators under the office of secondary educational service area office 22 comprised of 4 core components, 12 subcomponents, and 52 indicators which distinguished as 12 indicators for teachers development, 15 indicators for education curriculum development, 13 indicators for students development, and 12 indicators for determination of vision, goals, and missions of learning.
- the development of teachers instructional leadership indicators under the office of secondary educational service area office 22 was consistent with empirical data with Chi - square value = 33.46, degree of freedom (df) = 34, statistical significance (P - value) = 0.49, Goodness of fit index (GFI) = 0.99, Adjusted Goodness of fit index (AGFI) = 0.98, Root Mean Square Error of Approximation (RMSEA) = 0.000 and Critical N (CN) = 533.75
