Promoting on People's Participation to Administration of the Bangkhla Sub-District Municipality, Bangkhla District, Chachoengsao Province

Abstract

The objectives of the present research entitled Promoting on People’s Participation to Administration of the Bangkhla Sub-district Municipality, Bangkhla District, Chachoengsao Province, were aimed to study people’s participation, problems and obstacles, suggestions and guidelines in promoting on people’s participation to the administration of the Bangkhla Sub-district Municipality, Bangkhla District, Chachoengsao Province.  The research was conducted through the mixed method, i.e. qualitative and quantitative researches.  Quantitative data were collected from 384 samples; qualitative data were from fourteen key informants. Research instruments were questionnaire interview questions and focus group discussion questions.  

The research revealed that the overall of the level on people’s participation to administration of the Bangkhla Sub-district Municipality was at a low level. When partially considering people’s participation as a beneficiary, it was at a moderate level. For community education, it was at a low level. For planning, it was at a low level. For development implementation, it was at a low level. Also, for following up and assessment of development was at a low level.  Moreover, there were four obstacles that had lessened people’s participation to administration of the Bangkhla Sub-district Municipality. They were 1) the lack of understanding of participation, 2) the neglect of importance on participation, 3) the lack of participation opportunity, and 4) influences of local politics. Interestingly, there were five guidelines of promotion on people’s participation to administration of the Bangkhla Sub-district Municipality: Providing local people with understanding on participation, 2) strengthening people’s participation and setting up its measures, 3) organizing activities for participation promotion, 4) widely providing public information, and 5) encouraging the executive team of the Bangkhla Sub-district Municipality to place an importance on participation.
