ENHANCING LEARNING ASSESSMENT CAPABILITIES IN DIGITAL AGE FOR PRIMARY TEACHERS USING EMPOWERMENT EVALUATION WITH COACHING AND MENTORING

Abstract

This research objectives were to 1) assess the needs for developing learning assessment capabilities in the digital age for primary teachers, 2) develop a model of empowerment evaluation with coaching and mentoring to enhance learning assessment capabilities in the digital age for primary teachers, and 3) study the results of the model of empowerment evaluation with coaching and mentoring to enhance learning assessment capabilities in the digital age for primary teachers. The informants were 387 primary teachers under Bangkok Primary Educational Service Area, and 29 participants in the trial. The instruments were a survey of the needs for developing learning assessment capabilities in the digital age for primary teachers, the model of empowerment evaluation with coaching and mentoring to enhance learning assessment capabilities in the digital age for primary teachers and recording forms and scoring criteria for teachers' ability to evaluate learning outcomes. Statistics used in data analysis included the Modified Priority Needs Index (PNI Modified), mean, standard deviation, and the analysis of relationship development scores.


The results of the study found that 1) in the needs assessment for developing learning assessment capabilities in the digital age for primary teachers, in terms of designing measurement and evaluation of learning and creating tools, planning measurement and evaluation of learning subjects taught in advance had the greatest need (PNI Modified = 0.07). For the measurement and evaluation operations, the issue of parents and friends participating in measuring and evaluating student learning outcomes had the highest demand (PNI Modified = 0.17). For scoring, reporting results, and using them, the issue of analyzing student learning outcomes using technology was in highest demand (PNI Modified = 0.21); 2) the model of empowerment evaluation with coaching and mentoring to enhance learning assessment capabilities in the digital age for primary teachers included the goal, what is aimed at evaluating, and evaluation method; and 3) the result of using the model of empowerment evaluation with coaching and mentoring to enhance learning assessment capabilities in the digital age for primary teachers found that teachers had developed their ability to evaluate learning outcomes in all 3 areas at a medium to high level. In terms of knowledge and skills, it had developed at a high level (60 percent). For attitude, it had developed at a moderate level (50 percent).
