การใช้เทคโนโลยีสารสนเทศเพื่อเป็นแนวทางในการดำเนินการตาม Plan S ในห่วงโซ่อุปทานสำหรับการเข้าถึงวารสารแบบเปิด มีความสำคัญในองค์กรภาครัฐเละเอกชน จากผลการทบทวนบทความโดยอิงจากเอกสาร ที่เกี่ยวข้องกับการใช้เทคโนโลยีสารสนเทศเพื่อเป็นแนวทางในการดำเนินการตาม Plan S ในห่วงโซ่อุปทานสำหรับการเข้าถึงวารสารแบบเปิด ประกอบด้วย ผู้ส่งมอบ ผู้ให้บริการ ผู้ผลิต ผลิตภัณฑ์สำเร็จรูป การกระจาย ลูกค้า องค์ประกอบทั้งหมด เริ่มจากการสร้างข้อมูล ข่าวสาร และทรัพยากรมาประยุกต์รวมเข้าด้วยกัน เพื่อทำการเคลื่อนย้ายสินค้าจากผู้ส่งมอบไปยังลูกค้า ทำให้เกิดการไหลของข้อมูลรวดเร็ว และมีประสิทธิภาพ สามารถบรรลุเป้าหมายตามที่วางไว้ และสนับสนุนการทำงานของวารสารเปิดได้
