แนวทางส่งเสริมการดาเนินงานด้านวัฒนธรรมของผู้บริหารสถานศึกษา สังกัดสานักงานเขตพื้นที่การศึกษาประถมศึกษา จังหวัดตาก; The Guidelines to Promote the Cultural Operations of School Administrators in Tak Primary Educational Service Area

Abstract

บทคัดย่อ
การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อศึกษาสภาพการดาเนินงาน และแนวทางการส่งเสริมการดาเนินงานด้านวัฒนธรรมของผู้บริหารสถานศึกษา สังกัดสานักงานเขตพื้นที่การศึกษาประถมศึกษา จังหวัดตาก กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษา และครู จานวน 298 คน และผู้ทรงคุณวุฒิ จานวน 7 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ และแบบสัมภาษณ์แบบมีโครงสร้าง สถิติที่ใช้วิเคราะห์ข้อมูลได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และใช้วิธีการวิเคราะห์เชิงเนื้อหา ผลการวิจัยพบว่า
1. สภาพการดาเนินงานด้านวัฒนธรรมของผู้บริหารสถานศึกษา สังกัดสานักงานเขตพื้นที่การศึกษาประถมศึกษา จังหวัดตาก ภาพรวม อยู่ในระดับมาก และเมื่อพิจารณารายด้านพบว่า ด้านที่มีค่าเฉลี่ยสูงที่สุดคือ ด้านการเผยแพร่และถ่ายทอดวัฒนธรรม และด้านที่มีค่าเฉลี่ยต่าที่สุดคือ ด้านการเฝ้าระวังวัฒนธรรม
2. แนวทางการส่งเสริมการดาเนินงานด้านวัฒนธรรมของผู้บริหารสถานศึกษา สังกัดสานักงานเขตพื้นที่การศึกษาประถมศึกษา จังหวัดตาก ในภาพรวม พบว่า ประเด็นด้านที่ต้องส่งเสริมการดาเนินงานด้านวัฒนธรรมที่มีค่าเฉลี่ยต่ามากที่สุด คือ ด้านการเฝ้าระวังวัฒนธรรม มีแนวทางการส่งเสริมดังนี้ 1) ควรมีการจัดการอบรมพัฒนาสร้างองค์ความรู้เกี่ยวกับการเฝ้าระวังวัฒนธรรมให้แก่ผู้เกี่ยวข้อง 2) ควรสร้างความตระหนักเกี่ยวกับการเฝ้าระวังทางวัฒนธรรมแก่นักเรียน และบุคลากร 3) ควรเสริมสร้างภูมิคุ้มกันในมิติทางสังคมวัฒนธรรมให้เกิดจิตสานึกความรับผิดชอบร่วมกันของคนในสังคม 4) ควรมีการบูรณาการในการทางานและการจัดการเรียนการสอนร่วมกันกับการเฝ้าระวังทางวัฒนธรรมในสถานศึกษา 5) ควรมีการติดตามและตรวจสอบการดาเนินงานเกี่ยวกับการเฝ้าระวังทางวัฒนธรรมทั้งในสถานศึกษาและหน่วยงานต้นสังกัดและ 6) ควรมีการนาผลของการเฝ้าระวังที่ได้นาไปไปสู่การเผยแพร่และประชาสัมพันธ์

Abstract
The objectives of the research were to study the operation conditions and guidelines to promote the cultural operations of school administrators in Tak Primary Educational Service Area. A sample was selected from school administrators and teachers totaling 298 people and 7 knowledgeable people. The instruments used in this research were questionnaires and structure interviews. The statistics used for data analysis were mean, standard deviation and content analysis.
The results found that;
1. The cultural operations conditions of school administrators in Tak Primary Education Service Area, overall, was at a high level. When considering each aspect, the highest average was dissemination and conveys the culture aspect. And the lowest average was the cultures surveillance.
2. The guidelines to promote the cultural operations of academy administrators in Tak Primary Education Service Area, overall, found that the topic that must be promoted for cultural operations mostly was the cultures surveillance. Guidelines to promote are as follows: 1) Should organize training, develop and create knowledge about the cultures surveillance to those involved. 2) Should raise awareness about the cultures surveillance to learners and staffs. 3) Should strengthen immunity in the socio-cultural dimension. Make a conscious mind to common responsibility of people in society. 4) Should integrate to work and teaching common with the cultures surveillance in schools. 5) Should track and monitor operation about cultures surveillance both in school and original affiliated agencies. And 6) Should use the results of surveillance to publish for public relations.
