การยอมรับ ความคาดหวังและปัจจัยความสาเร็จในการพัฒนาเขตเศรษฐกิจพิเศษชายแดน ในจังหวัดตาก; Acceptation, Expectation and Success Factors of Border Special Economic Zone Development in Tak Province

Abstract

บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาการยอมรับ ความคาดหวังของผู้ที่เกี่ยวข้องและปัจจัยความสาเร็จในการพัฒนาเขตเศรษฐกิจพิเศษชายแดนในจังหวัดตากเป็นงานวิจัยเชิงคุณภาพ (Qualitative research) แบ่งวิธีการวิจัยเป็น 3 ขั้นตอน ได้แก่ 1) การสัมภาษณ์เชิงลึกจากผู้เกี่ยวข้องสาคัญ รวม 5 คน 2) การสนทนากลุ่มผู้นาชุมชน รวม 20 คน และ 3) การสนทนากลุ่มเจ้าหน้าที่รัฐ รวม 55 คน และวิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา
ผลการวิจัย พบว่า
1. การยอมรับต่อการพัฒนา พบว่า ภาพรวมผู้เกี่ยวข้องเห็นว่าเป็นประโยชน์และควรส่งเสริมให้เกิดขึ้นโดยเร็ว แต่บางส่วนเห็นว่าควรมีการให้ข้อมูลและเปิดโอกาสให้ประชาชนมีส่วนร่วมมากยิ่งขึ้น
2. ความคาดหวังต่อการพัฒนา พบว่า คาดหวังให้มีการค้าการลงทุนมากขึ้น การผลักดันพื้นที่ที่มีความพร้อมไม่ว่าจะรูปแบบใดก่อน การได้รับสิทธิประโยชน์ คุณภาพชีวิต ความมั่นคงในการทางานและในชีวิต การจับจองที่ดินทากิน บริการสาธารณะ สาธารณูปโภค การศึกษา แรงงาน อาชีพ ค่าแรง สวัสดิการต่างๆ และคาดหวังให้มีหน่วยงานบริหารจัดการเขตเศรษฐกิจพิเศษของตนเองโดยเฉพาะ
3. ปัจจัยความสาเร็จ ได้แก่ การสนับสนุนจากรัฐบาล การปฏิบัติงานของหน่วยงานภาครัฐ การปรับปรุงกฎหมาย ปัญหาการเมืองและความขัดแย้ง การบริหารจัดการ ศักยภาพของพื้นที่และความมีส่วนร่วมของประชาชน

Abstract
This research aimed to study the acceptance, related people’s expectation, and the factors of success in the development of Tak province, a border-special economic zone. The research used 3 qualitative methods qualitative methods: 1) in-depth interviews with 5 related people, 2) focus group discussion with 20 community leaders, and 3) focus group discussion with 55 government officers. The data analysis reveals that:
1. In respect of the acceptance of such development, some related people suggest that the development is useful and should be realised quickly while the others think that the information about the development should be given to the public and that they should be given an opportunity to participate in it;
2. As for the expectation of the development, people expect more trades and investments, pushing forward areas that are ready for use, privileges, better quality of life, career and living stability, laying claim to lands for making a living, public services, infrastructure, education, labour, occupations, wages, welfare, and that there be an office for particularly administering the special economic zone;
3. As another respect, the factors of the development are government’s support, government office’s performance, law enhancement, political problems and conflicts, administration of the potential of areas, and people’s participation.
