Abstract
This research aimed to study the conditions, problems, and guidelines for promoting agricultural water management participation of water user farmers in the Thothong Canal Irrigation and Maintenance Project, Irrigation Office 4. The Population consisted of 375 registered water user farmers, selected using Krejcie and Morgan's sample size table. Key informants were 16 experts. Research instruments included questionnaires and interviews. Data were analyzed using frequency distribution, percentage, mean, standard deviation, and content analysis.
The findings revealed that: The conditions of farmers' participation in water management included opinion-hearing meetings held every three months, with the primary channel for reporting canal damage and water demand needs being through water user group leaders. Overall problems with participation in agricultural water management were at a moderate level. When considered by dimension, the dimension with the highest level of problems was participation in evaluation. The item with the highest problem score was the lack of defined penalties for farmers who violated the agreed water use regulations. Guidelines for promoting participation in agricultural water management included: general farmers who are not water user group committee members should be encouraged to participate in receiving information more widely; monthly meetings should be arranged between irrigation officials and water user farmers; irrigation officials and farmers should jointly conduct weekly canal area inspections; all relevant parties must collectively brainstorm on increasing productivity and optimizing water management efficiency; and group committees and irrigation officials should jointly survey problems and obstacles in water management.
