5 แนวทางพัฒนาการจัดทำแผนพัฒนาระดับพื้นที่ องค์กรปกครองส่วนท้องถิ่นในอำเภอปางศิลาทอง จังหวัดกำแพงเพชร

บทคัดย่อ
การวิจัยเรื่องนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาสภาพ ปัญหา และปัจจัยที่เกี่ยวข้องในการจัดทำแผนพัฒนาระดับพื้นที่ (2) หาแนวทางการพัฒนาการจัดทำแผนระดับพื้นองค์กรปกครองส่วนท้องถิ่นในอำเภอปางศิลาทอง จังหวัดกำแพงเพชร ประชากร ได้แก่ คณะกรรมการบริหารงานอำเภอ และคณะกรรมการบริหารตำบลแบบบูรณาการ จำนวน 95 คน และผู้ให้ข้อมูลสำคัญ จำนวน 9 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม และแบบสัมภาษณ์เชิงลึก สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า
(1) สภาพการจัดทำแผนพัฒนาระดับพื้นที่ พบว่า การจัดทำแผนชุมชนมีการประสานความร่วมมือเพื่อขอรับการสนับสนุนงบประมาณระหว่างหน่วยงานภาครัฐ ภาคเอกชน ปัญหาการจัดทำแผนพัฒนาระดับพื้นที่ในภาพรวม พบว่า มีปัญหาอยู่ในระดับน้อย สำหรับปัจจัยที่เกี่ยวข้องกับการจัดทำแผนพัฒนาระดับพื้นที่ที่ปัจจัยภายใน พบว่า ภาพรวมอยู่ในระดับมาก ได้แก่ ปัจจัยด้านผู้นำ ด้านบุคลากร ด้านการจัดการ ด้านบประมาณ และด้านวัสดุ ส่วนปัจจัยภายนอก พบว่า ในภาพรวมอยู่ในระดับมาก ได้แก่ ปัจจัยด้านสังคมและวัฒนธรรม ด้านประชาชนผู้รับบริการ ด้านเศรษฐกิจ ด้านเทคโนโลยี และด้านการเมือง (3) แนวทางการพัฒนา ได้แก่ พัฒนาองค์ความรู้และทักษะของผู้นำท้องถิ่น ส่งเสริมกระบวนการมีส่วนร่วมอย่างจริงจัง รวมถึงการบูรณาการแผนในทุกระดับอย่างเป็นระบบ เพื่อให้แผนพัฒนาระดับพื้นที่ตอบสนองความต้องการของประชาชนได้อย่างแท้จริง
