การนำเสนอแนวทางการบริหารแบบมีส่วนร่วมของสถานศึกษาสังกัดเทศบาลนครนครสวรรค์

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาความต้องการการบริหารแบบ!Jส่วนร่วม 2) นำเสนอ แนวทางการบริหารแบบมีส่วนร่วมของสถานศึกษา สังกัดเทศบาลนครนครสวรรค์ จังหวัดนครสวรรค์ การดำเนินการวิจัยมี 2 ขั้นตอน คือ ขั้นตอนที่ 1 ศึกษาความต้องการบริหารแบบมีส่วนร่วมของ สถานศึกษา กลุ่มตัวอย่างคือ พนักงานครูและลูกจ้างประจำที่ปฏิบัติการสอนในโรงเรยน สังกัดเทศบาล นครนครสวรรค์ปีการศึกษา 2552 จำนวน 186 คน ซึ่งไต้มาด้วยการสุ่มแบบง่าย เครื่องมือที่ใช้ในการเก็บ รวบรวมข้อมูล ได้แก่ แบบสอบถามชนิดมาตราประมาณค่า 5 ระดับ มีค่าความเที่ยงเท่ากับ 0.98 สถิติที่ ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน ขั้นตอนที่ 2 นำเสนอ แนวทางการบริหารแบบมีส่วนร่วมของสถานศึกษา สังกัดเทศบาลนครนครสวรรค์ เครื่องมือที่ใช้ไนเก็บ รวบรวมข้อมูล ได้แก่ แบบสอบถามชนิดมาตราประมาณค่า 5 ระดับ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า

1. ความต้องการการบริหารแบบมีส่วนร่วมของสถานศึกษา สังกัดเทศบาลนครนครสวรรค์ โดย ภาพรวมอยู่ในระดับมาก โดยมีความต้องการสูงสุด ในต้านการบริหารงานวิชาการ และมีความต้องการ ตรสุดในต้านการบริหารทั่วไป

2. แนวทางการบริหารแบบมีส่วนร่วม ประกอบด้วย ด้านการบริหารงานวิชาการ จำนวน 16 ข้อ ด้านการบริหารบุคคล จำนวน 12 ข้อ ด้านการบริหารงบประมาณ จำนวน 12 ข้อ และด้านการบริหาร ทั่วไป จำนวน 12 ข้อ โดยแนวทางทุกด้านมีความเหมาะสมอยู่ในระดับมาก

Abstract

The purposes of this study were to the study the need for, and propose guidelines, for participative administration of schools in the Nakhom Sawan municipality.

The research consisted of two categories. The first was to study the need for participative administration of schools. The participants in the study were 186 teachers and school staff employed in schools during the 2009 academic year. A 5-point rating scale questionnaire was completed by the participants and the information gathered was then analyzed. The second category in the study was focused on delivering proposed guidelines for participative administration of schools in the Nakhon Sawan municipality. The guidelines were based upon the information gathered in the questionnaire delivered to the 186 participants.

The research results were:

1. The need for participative administration of schools was at a high level of desirability. The need for an academic administration was also at a high level of desirability. The need for a general administration was at a low level of desirability.

2. The guidelines for participative administration were broken up into four categories. The first pertained to academic administration and guidelines and consisted of 16 articles; the second pertained to personnel administration and consisted of 12 articles; the third pertained to budget management and consisted of 12 articles; and the fourth pertained to general admission and consisted of 12 articles. The guidelines created were reported by users to be satisfactory in operation.
