แนวทางพัฒนาการจัดการขยะมูลฝอยขอเทศบาลตำบลคลองแม่ลาย อำเภอเมืองกำแพงเพชร จังหวัดกำแพงเพชร

Abstract

บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์ดังนี้ 1) เพื่อศึกษาสภาพและปัญหาการจัดการขยะมูลฝอยของเทศบาล ตำบลคลองแม่ลาย 2) เพื่อศึกษาความต้องการมีส่วนร่วมของประชาชนในการจัดการขยะมูลฝอยของเทศบาล ตำบลคลองแม่ลาย และ 3) เพื่อหาแนวทางการจัดการขยะมูลฝอยของเทศบาลตำบลคลองแม่ลาย อำเภอเมือง กำแพงเพชร จังหวัดกำแพงเพชร แหล่งข้อมูล ได้แก่ ผู้บริหารและเจ้าหน้าที่ด้านการจัดการขยะมูลฝอยของ เทศบาลตำบลคลองแม่ลาย จำนวน 6 คน ผู้ปฏิบัติงานด้านการจัดการขยะมูลฝอย ของเทศบาลตำบลคลองแม่ ลาย จำนวน 6 คน ผู้นำชุมชนในเขตเทศบาลตำบลคลองแม่ลาย จำนวน 66 คน และผู้เชี่ยวชาญทางด้านการ จัดการขยะมูลฝอย จำนวน 17 คน ครัวเรือนในชุมชนเขตเทศบาลตำบลคลองแม่ลาย จำนวน 327 คน เครื่องมือ ที่ใช้ในการวิจัย ได้แก่ แบบสอบถามและแบบสัมภาษณ์แบบมีโครงสร้าง วิเคราะห์ข้อมูลโดยการแจกแจง ความถี่ หาค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา

ผลการวิจัยพบว่า

1. สภาพและปัญหาการจัดการขยะมูลฝอยในภาพรวมอยู่ในระดับปานกลาง

2. ความต้องการการมีส่วนร่วมของประชาชนในการจัดการขยะมูลฝอย ในภาพรวมอยู่ในระดับมาก ทุกด้าน

3. แนวทางพัฒนาการจัดการขยะมูลฝอยของเทศบาลตำบลคลองแม่ลาย คือ เทศบาลควรมีถังขยะ แบบแยกประเภทไว้ในชุมชนอย่างเพียงพอ ปลูกจิตสำนึกให้แก่บุคลากรที่รับผิดชอบด้านการจัดการขยะมูล ฝอยให้เห็นความสำคัญของการคัดแยกขยะมูลฝอย ออกมาตรการลงโทษเด็ดขาดสำหรับเจ้าหน้าที่ที่ละเลยการ ปฏิบัติงาน อบรมให้ความรู้แก่เจ้าหน้าที่ที่รับผิดชอบการจัดการขยะมูลฝอยเกี่ยวกับการนำขยะมูลฝอยมาใช้ เป็นเชื้อเพลิง และประสานกับหน่วยงานของรัฐหรือเอกชนมาให้ความรู้กับเจ้าหน้าที่กำจัดขยะเกี่ยวกับการ กำจัดขยะมูลฝอย ที่ถูกวิธี

Abstract

The purposes of this research were 1) to study the conditions and the problems of waste management of Khlong Mae Lai Sub-district Municipality 2) to study the needs for people’s participation of waste management of Khlong MaeLai Sub-district Municipality and 3) to find the guidelines to develop waste management of Khlong Mae Lai Sub-district Municipality. The respondents consisted of 6 administrators and officers for wast management of Khlong Maelai Sub-district Municipality, 66 community leaders, 17 experts in waste management and 327 people in Khlong Mae Lai Sub-district Municipality. The research instruments were a questionnaire and structured-interview. The data were analyzed using frequency distribution, percentage, mean, standard deviation and content analysis.

The research findings were as follows:

1. In general, the conditions and the problems of waste management of Khlong Maelai Sub-district Municipality was at the moderate level. Whereas waste elimination, waste separation, and waste reuse were at the low level. The problems of waste management was at the moderate level, whereas waste separation was at the high level.

2. The needs for people’s participation of waste management of Khlong Mae Lai Sub-district Municipality.

3. The guidelines to develop waste management of Khlong Mae Lai Sub-district Municipality were as follows:the officers should provide sufficient waste separation bins, especially in crowded areas. Personnels who were in charge of waste management should be aware of waste separation. If the officers left waste to the roads during the transportation they would be seriously punished. The officers should be trained how to produce fuel from waste. Moreover the administrators should cooperate with related organizations to train the officers the correct method of waste elimination.
