แนวทางพัฒนาการปฏิบัติงานสายตรวจ สถานีตำรวจภูธรเมืองพิษณุโลก

Abstract

บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพ และปัญหาการปฏิบัติงานสายตรวจ สถานี ตำรวจภูธรเมืองพิษณุโลก 2) ศึกษาความต้องการของประชาชน ในการปฏิบัติงานสายตรวจ สถานีตำรวจภูธร เมืองพิษณุโลก 3) หาแนวทางพัฒนาการปฏิบัติงานสายตรวจ สถานีตำรวจภูธรเมืองพิษณุโลก ประชากรในการวิจัย ได้แก่ เจ้าหน้าที่ตำรวจสายตรวจ สถานีตำรวจภูธรเมืองพิษณุโลก จำนวน 184 คน ประชาชนในพื้นที่รับผิดชอบของ สถานีตำรวจภูธรเมืองพิษณุโลก จำนวน 384 คน และเจ้าหน้าที่ตำรวจที่ ปฏิบัติงานสายตรวจ จำนวน 17 คน เครื่องมือที่ใช้ในการวิจัยคือ แบบสัมภาษณ์

ผลการวิจัยพบว่า

1. สภาพการปฏิบัติงานสายตรวจ สถานีตำรวจภูธรเมืองพิษณุโลก โดยภาพรวมมีค่าเฉลี่ยอยู่ใน ระดับมาก และ ปัญหาการปฏิบัติงานสายตรวจ สถานีตำรวจภูธรเมืองพิษณุโลก โดยภาพรวมมีค่าเฉลี่ยอยู่ใน ระดับปานกลาง

2. แนวทางพัฒนาการปฏิบัติงานสายตรวจ สถานีตำรวจภูธรเมืองพิษณุโลก ได้กำหนดแนวทางการ พัฒนาตามรายด้านดังนี้ ด้านการป้องกันและปราบปรามอาชญากรรม ควรเพิ่มกำลังพลตำรวจสายตรวจให้ เพียงพอในการปฏิบัติหน้าที่ เนื่องจากในปัจจุบัน กำลังพลที่ปฏิบัติงานมีน้อย ด้านการสร้างความใกล้ชิด ความอบอุ่นใจ ให้กับประชาชนที่พบเห็น ควรเข้าไปพบปะพูดคุยกับประชาชนตามสถานที่ต่างๆ ฝึกการมี มนุษยสัมพันธ์ เพื่อสร้างมวลชน และแสวงหาความร่วมมือจากประชาชน ด้านการให้ความช่วยเหลือ แนะนำ และบริการประชาชนในบริเวณใกล้เคียงที่ตรวจ ควรตั้งจุดบริการ ประชาสัมพันธ์ ให้การช่วยเหลือประชาชน ในสถานที่ต่างๆ โดยเฉพาะบริเวณที่มีประชากรหนาแน่น หรือมีการรวมตัวกัน เช่นตลาดนัด หรือศูนย์การค้า ด้านการประชาสัมพันธ์ และแสวงหาความร่วมมือจากประชาชน ควรจัดชุดตำรวจชุมชนสัมพันธ์เข้าไปสร้าง ความใกล้ชิดกับประชาชน เพื่อแสวงหาความร่วมมือและข่าวสารจากประชาชน

Abstract

The objectives of this research were 1) To study situation and problems of patrol work in Pitsanulok police station 2)To study demanding of the people in Pitsanulok police station patrol work.and 3) To search for the developed guidelines in Pitsanulok police station patrol work.

Population in used for this research following the first objective are 184 policemen in Pisanulok police staion working as poltrol, the 384 people living in area of responsibility of Pitsanulok policestation and 17 experts in patrol work. Instrument is interview.

Research instuments in used in this study are questionnaire and interview.

The results of the study are summarized as follows :

1. Pitsanulok station patrol work operation overall everage is in the high level and the Pitsanulok station patrol work operation problem everage is in the mediem level.

2. Research tells that development operation in Pitsanulok police station patrol work can explain in each sector that, In prevention and suppresstion sector should increase enough policeman to perform their duties cause nowadays there is few, In creating confidence and snugness to the people,policeman should go to meet and talk to the people in the responsibility area and search for cooperation from the public,In assistance, introduction and service people around the responsibility area should be set service point for giving information to the people specially in population desity area such as the market and general store, In information and searching cooperation from the public, police should send the police community relation team to creats familiarity with.
