Abstract

The purposes of this research were (1) to study the states, problems and factors related to the procurement management, (2) to develop strategies for the procurement management, and (3) to evaluate the strategies for the procurement management. The population comprises 141 the school Administrators, chief of the procurement and officer procurement, for development and evaluation the strategies by 77 experts. Data were collected through the use of questionnaire, interview, workshop, connoisseurship and assessment form. The data were analyzed using mean, standard deviation and content analysis.   

             The research finding were as follows:  1. The states were found that each the schools had procurement arrangements, problems and factors found lack of knowledge in personnel, abilities, experiences, and being experts on procurement and the procurement laws, technology were change have difficult and take a long time to understand. 2. As for the development of the strategies consisted of the vision, goals, strategic issues, strategies, indicators and measures. The 7 developed strategies consisted of 1) developing the competency of the procurement management for school administrators 2) developing the potential of the personnel working in the supplies of the educational institutions. 3) adjusting the roles of procurement personnel appropriate and comprehensive process for managing supplies The duty of the parcel operation of procurement  management. 4) developing of information system procurement management  in accordance with the change of law and regulations. 5) promoting the use of information technology systems for procurement  management. 6) development of procurement operations in accordance with the regulations of procurement management. In accordance with the regulations of procurement management and 7) strengthening cooperation with network procurement management. 3. The results of the evaluation were found consistent, suitable, and the utility at a high level.
