THE MANAGERIAL ROLES OF BANGKOK METROPOLITAN DISTRICT DIRECTORS IN THE COVID-19 CRISIS

Abstract

The purposes of this research were to study 1) the managerial roles of Bangkok Metropolitan district directors in Covid -19 crisis 2) the managerial approaches of Bangkok Metropolitan district directors in Covid -19 crisis. This research used qualitative methods. Data were collected through in-depth interviews. The key informants included Bangkok Metropolitan district directors and assistant directors, chiefs of professional senior level as well as operational staff, a total of 47 key informants. Data were analyzed by employing descriptive methods and qualitative data interpretation.


The research results found that:


Bangkok Metropolitan district directors had the managerial roles in 5 main tasks: 1) the role of sense making which included making subordinates understand in COVID-19 crisis circumstances; 2) the role of decision making in COVID-19 crisis management by integrating works to comply with government measures; 3) the role of meaning making, focusing on communicating for subordinates’ understanding as well as  to the public; 4) the role of crisis termination which included making a solution to solve the crisis toward normal situation; 5) the role of learning which meant lesson learnt from the experience of the past three pandemics and finding ways to control the pandemics which might occur in the future. Four main approaches were suggested in COVID-19 crisis management: 1) preparedness for the crisis by planning, organizing, leading, controlling, and allocating resources; 2) crisis prevention by coordinating with relevant agencies; 3) crisis response by implementing urgent actions and avoiding errors; 4) recovery by alleviating the sufferings of those affected.
