Abstract

This research aims to develop and evaluate a supervision Model promoting the implementation of education quality assurance system development based on Ministerial Regulations for Education Quality Assurance 2018 for educational institutions under Hua Hin Municipality, Thailand. The study was conducted with research and development, divided into 2 phases: Phase 1 refers the development of the supervision model with 8 steps; and Phase 2 refers to an evaluation of the use of the model by experimenting and assessing the model with a sample of one school. The research instruments were questionnaires, performance assessment form and test. Data were analyzed using content analysis, mean, standard deviation, mode, and percentage. The analysis of need priority was conducted with the improved Priority Needs Index. The findings revealed that the appropriate supervision model gained higher mean, at 4.60, featuring the principles, purposes, model procedures with 4 steps called “APIE Supervision Model”, namely: Analysis (A); Preparation (P); Implementation (I); Evaluation (E), model assessment, and achievement conditions. The evaluation results indicated that the teachers had higher scores after using the model. Performance scores after using the model had improvement in 7 elements. Considering each indicator, it revealed that 21 indicators had improvement, whereas 3 indicators had no improvement. The overall satisfaction towards the model was at the highest level.
