Guideline for organizing activities to develop ethical behavior for learners in the 21st century

Abstract
Ethical behavior that is well - expressed correct, appropriate and acceptable to the people in the society as a whole is very important to help maintain and unhold the society in order to live in peace and order. Nowadays, behavior in society is always ethical problem as a result of behavior, the conduct of people in the society non – compliance part rules, as well as the good social order that have been established that cause damage to both those who do it themselves and to the society as a whole, cause chaos, unrest in society. Therefore, cultivating ethical behaviors that are right, good, and appropriate to the expectations of society is important that concerned parties, namely parent, guardians, teachers in educational institutions should give importance and fine appropriate approaches to foster them. It is a characteristic for children and youth to act according to rules. The rules and regulations of the good society to become their habits. The approach to cultivation ethical behavior is based on the ethical developmental theory of two important psychologists. Piaget, which emphasizes on parental rule, teachers for children over 9 years of age; rules are set. The rules are based on participation in the creation of a collective agreement. While Kohlberg focuses on reward and punishment for doing good behavior appropriate in a young age. Following the rules to gain group acceptance during adolescence and the use of discretion in decision – making to demonstrate ethical behavior with the use of reflective intelligence of those aged 20 years and over. Concepts from these psychologists’ theories of ethical development will be used as a guideline for cultivation ethical behavior: Children and youth to show good deeds appropriate in accordance with the expectations of the society as a whole.
