Abstract

The purposes of this research were to analyze the factors of effectiveness in ICT management, and to examine the goodness-of-fit of hypothesis model with the empirical data. The study was divided into 2 stages. The first stage was developing model through a study of relevant papers and researches and an interview of experts. The second stage was verifying research hypothesis. The sample was 400 administrators and teachers in schools under the Office of the Basic Education Commission during academic year 2017, selected by multi-stage sampling. The data were gathered by using a rating scale questionnaire with discrimination value between 0.28 to 0.66 and reliability coefficient of .88. The statistic used for data analysis was confirmatory factor analysis.

The research results revealed that the factors of effectiveness in school ICT management were learning achievement, characteristics of the 21st century students, teacher satisfaction, and learning organization. The developed model had goodness-of-fit with the empirical data with the statistics as follows: ( = 78.21, p-value = 0.98, df = 107, /df = 0.73, RMSEA = 0.00, GFI = 0.98, AGFI = 0.96). When considering the coefficient of factor loadings, the aspects were, ranking from the highest to the lowest, teacher satisfaction, characteristics of the 21st century students, learning organization, and learning achievement.
