CRIME PREVENTION AND COMMUNITY SECURITY BUILDING: CHALLENGES OF THAI LOCAL ADMINISTRATIVE ORGANIZATIONS

Abstract

          The objective of this article was to present the mission of local administrative organizations towards crime prevention and community security building, including peace and order maintenance. This is a challenge for local administrative organizations to have effective innovations that is consistent to their community context. The two case studies was selected from local administrative organizations with proactive implementation, one domestic and one international cases. They consisted of Rangsit City Control and Command Center (RCC) under Rangsit City Municipality and Crime Prevention through Environmental Design (CPTED) of Victoria and Queensland State, Commonwealth of Australia. In this research, related Thai and international researches and documents were explored. Additionally, the interviews of experts from Department of Local Administration, government officials in local administrative organizations, as well as criminology academicians were conducted by using semi-structured interview validated by the experts. The data were analyzed by content analysis. The results indicated that the local administrative organizations were highly aware of the crime prevention and community security building mission, particularly the local administrative organizations with high urbanization context.
