บทคัดย่อ
การวิจัยเป็นองค์ประกอบสำคัญของการพัฒนาซึ่งสิ่งสำคัญของการพัฒนาการวิจัย คือ การพัฒนานักวิจัยซึ่งจำเป็นต้องมีการพัฒนาอย่างรอบด้านเพื่อนำไปสู่การพัฒนาผลงานวิจัยและพัฒนาประเทศ มหาวิทยาลัยราชภัฏลำปางเป็นสถาบันอุดมศึกษาที่ให้ความสำคัญต่อการพัฒนานักวิจัยดังนั้นเพื่อให้เป็นไปตามกรอบมาตรฐานของวิชาชีพนักวิจัย และกรอบการประกันคุณภาพระดับมหาวิทยาลัยที่ต้องมีการผลการดำเนินงานต่างๆ เป็นไปตามเป้าหมายของเกณฑ์มาตรฐานโดยเฉพาะอย่างยิ่งด้านการวิจัย ดังนั้นจึงเป็นประเด็นสำคัญที่นำไปสู่การวิจัยในครั้งนี้ โดยมีวัตถุประสงค์เพื่อ 1) ประเมินระบบการพัฒนาสมรรถนะนักวิจัย มหาวิทยาลัยราชภัฏลำปาง 2) เพื่อเพิ่มประสิทธิภาพระบบการพัฒนาสมรรถนะนักวิจัย มหาวิทยาลัยราชภัฏลำปาง และ 3) เพื่อประเมินประสิทธิภาพระบบการพัฒนาสมรรถนะนักวิจัย มหาวิทยาลัยราชภัฏลำปาง กลุ่มตัวอย่าง คือ นักวิจัยมหาวิทยาลัยราชภัฏลำปาง เป็นการวิจัยเชิงปฏิบัติการโดยมีเครื่องมือ คือ แบบประเมินตนเองตามเกณฑ์มาตรฐานวิชาชีพนักวิจัย รวมทั้งการใช้เทคนิคการถอดบทเรียนเพื่อนำเสนอผลการวิจัย โดยผลการวิจัยพบว่า
1. ผลการประเมินสมรรถนะนักวิจัยตามเกณฑ์มาตรฐานก่อนและหลังการเข้าร่วมกิจกรรมการพัฒนาของนักวิจัยมีพัฒนาการที่เพิ่มขึ้น โดยแนวทางในการพัฒนาสมรรถนะนักวิจัยกำหนดรูปแบบของกิจกรรมและหลักสูตรตามผลการประเมินตนเองและความต้องการเพื่อการพัฒนานักวิจัย
2. โมเดลการพัฒนาสมรรถนะนักวิจัยของมหาวิทยาลัยราชภัฏลำปาง ประกอบด้วย 4 องค์ประกอบ คือ องค์ประกอบด้วยปัจจัยความสำเร็จ องค์ประกอบด้านหน่วยสนับสนุนหรือสถาบันวิจัยและพัฒนา องค์ประกอบด้านผลผลิตนักวิจัย และองค์ประกอบด้านการดำเนินการ ส่วนประสิทธิภาพของระบบการพัฒนาสมรรถนะนักวิจัยเมื่อใช้โมเดลของการพัฒนาสมรรถนะนักวิจัยแล้วส่งผลให้เกิดประสิทธิภาพและประสิทธิผลแก่ตัวนักวิจัย ผลงานวิจัย และการนำผลงานวิจัยไปใช้ประโยชน์
