บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อพัฒนารูปแบบการบริหารจัดการการยกระดับคุณภาพครูอาชีวศึกษา สังกัดสำนักงานคณะกรรมการการอาชีวศึกษา ชลบุรี โดยดำเนินการวิจัย 3 ขั้นตอน ขั้นตอนที่ 1 ศึกษาสภาพการบริหารจัดการการยกระดับคุณภาพครูอาชีวศึกษา สังกัดสำนักงานคณะกรรมการการอาชีวศึกษา ชลบุรี โดยผู้บริหารและครู จำนวน 244 คน และผู้ให้ข้อมูลสำคัญโดยการสัมภาษณ์เชิงลึกจากผู้เชี่ยวชาญ จำนวน 9 คน ขั้นตอนที่ 2 สร้างและตรวจสอบรูปแบบการบริหารจัดการการยกระดับคุณภาพครูอาชีวศึกษา สังกัดสำนักงานคณะกรรมการการอาชีวศึกษา ชลบุรี โดยผู้บริหารสำนักพัฒนาสมรรถนะครูและบุคลากรอาชีวศึกษา ผู้บริหารมหาวิทยาลัยเทคโนโลยีราชมงคลธัญบุรี และผู้บริหารวิทยาลัย จำนวน 10 คน ขั้นตอนที่ 3 ประเมินความเป็นไปได้และความเป็นประโยชน์ในการนํารูปแบบการบริหารจัดการการยกระดับคุณภาพครูอาชีวศึกษา สังกัดสำนักงานคณะกรรมการการอาชีวศึกษา ชลบุรี ไปใช้ โดยผู้อำนวยการวิทยาลัย รองผู้อำนวยการ และครูอาจารย์ที่เป็นหัวหน้า วิทยาลัยเทคนิคพัทยา จำนวน 40 คน เครื่องมือที่ใช้ในการวิจัยได้แก่ แบบสัมภาษณ์กึ่งโครงสร้าง แบบสอบถาม และแบบประเมิน การวิเคราะห์ข้อมูลเชิงปริมาณ โดยใช้โปรแกรมสําเร็จรูป และข้อมูลเชิงคุณภาพ โดยการวิเคราะห์เชิงเนื้อหา สถิติที่ใช้ ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์องค์ประกอบเชิงสำรวจ การวิเคราะห์องค์ประกอบเชิงยืนยัน และค่าไค-สแควร์
ผลการวิจัยพบว่า การพัฒนารูปแบบการบริหารจัดการการยกระดับคุณภาพครูอาชีวศึกษา สังกัดสำนักงานคณะกรรมการการอาชีวศึกษา ชลบุรี มี 7 องค์ประกอบหลัก ประกอบด้วย 1) การพัฒนาจัดการการเรียนรู้ 2) การโค้ชชิ่ง 3) การจัดการอาชีวศึกษาระบบทวิภาคี 4) นักวางแผน 5) การสร้างนวัตกรรม 6) ชุมชนการเรียนรู้ และ 7) กระบวนการการบริหารจัดการ (POCLCE) คือ การวางแผน การจัดองค์การ การประสานงาน การนํา จูงใจ การควบคุม และการประเมินผล ผลการประเมินความถูกต้อง ความเหมาะสม ความเป็นไปได้ และความเป็นประโยชน์ ทุกองค์ประกอบย่อยและทุกตัวชี้วัดมีความสอดคล้องกัน (p-value >.05)
