The Influence of Globalization on Strategic Digital Public Administration: Paradigm Shift and International Public Sector Structure

Abstract
The academic article aimed to analyze the influence of digital globalization on the paradigm shift and institutional structures of international public administration. Amidst the challenges of techno-geopolitics and transnational data fluctuations, this article synthesizes the limitations of New Public Management (NPM) and New Public Service (NPS) paradigms, which currently face severe institutional inertia. This highlights the critical necessity for a transition towards Digital Era Governance (DEG) and the integration of modern political science mechanisms with technology. Utilizing an empirical secondary literature review from international academic databases between 2023 and 2026, the findings reveal that nation-states must elevate their dynamic capabilities to deconstruct and reorganize public sector frameworks. Moving beyond hierarchical bureaucracy, governments must adopt Agile Governance—emphasizing institutional flexibility, cross-functional collaboration, and robust data-driven policy formulation processes. The findings suggest that strategic awareness in integrating artificial intelligence and digital infrastructure is a crucial institutional mechanism in maintaining digital sovereignty and ensuring the sustainability of state administration in the new global disorder.
