บทคัดย่อ
บทความวิชาการนี้มีวัตถุประสงค์เพื่อวิเคราะห์อิทธิพลของโลกาภิวัตน์ยุคดิจิทัลที่มีต่อการปรับเปลี่ยนกระบวนทัศน์และโครงสร้างเชิงสถาบันของการบริหารรัฐกิจในระดับสากลท่ามกลางความท้าทายจากภูมิรัฐศาสตร์เทคโนโลยีและการผันผวนของระบบข้อมูลข้ามชาติ
บทความได้สังเคราะห์ข้อจำกัดของกระบวนทัศน์การจัดการภาครัฐแนวใหม่ (NPM) และการบริการสาธารณะแนวใหม่ (NPS) ที่เผชิญกับสภาวะความหน่วงทางสถาบัน นำไปสู่ความจำเป็นในการเปลี่ยนผ่านสู่การบริหารรัฐกิจยุคดิจิทัล (Digital Era Governance) และการบูรณาการเครื่องมือรัฐศาสตร์สมัยใหม่เข้ากับเทคโนโลยี การศึกษานี้ใช้วิธีการวิจัยเชิงเอกสาร (Documentary Research) ผ่านการทบทวนวรรณกรรมทุติยภูมิเชิงประจักษ์จากฐานข้อมูลวิชาการระดับสากลในช่วงปี ค.ศ. 2023-2026 ผลการศึกษาชี้ให้เห็นว่า รัฐชาติจำเป็นต้องยกระดับขีดความสามารถเชิงพลวัตเพื่อรื้อสร้างและกำหนดรูปแบบการจัดองค์การใหม่ โดยก้าวข้ามระบบราชการแบบลำดับขั้นไปสู่การกำกับดูแลแบบคล่องตัว (Agile Governance) ที่เน้นความยืดหยุ่น การทำงานข้ามสายงานและกระบวนการกำหนดนโยบายสาธารณะที่ขับเคลื่อนด้วยข้อมูล (Data-Driven Policy Formulation) อย่างเป็นรูปธรรม ข้อค้นพบเสนอแนะว่าความตระหนักรู้เชิงยุทธศาสตร์ในการบูรณาการปัญญาประดิษฐ์และโครงสร้างพื้นฐานทางดิจิทัล คือกลไกเชิงสถาบันที่สำคัญในการรักษาอำนาจอธิปไตยเหนือพรมแดนดิจิทัลและสร้างความยั่งยืนในการบริหารราชการแผ่นดินในยุคความไร้ระเบียบโลกใหม่
