Development of a Strategy for Providing Medical Services for Retired Civil Servants Under the Office of the Permanent Secretary for Defense

Abstract

This research aims to study the issues related to accessing medical services for retired civil servants under the Office of the Permanent Secretary for Defense, the health promotion planning and the management of health service delivery for formulating strategies for providing medical services for retired civil servants under the Office of the Permanent Secretary for Defense, and the guidelines to develop a strategy for delivering medical services for retired civil servants under the Office of the Permanent Secretary for Defense. This qualitative study involved 15 key informants selected through purposive sampling, including retired civil servants at executive and operational levels, medical personnel, and officials responsible for planning and strategy formulation under the Office of the Permanent Secretary for Defense. The researchers created semi-structured interview forms, including focus group discussions and in-depth interviews. Then, the researchers conducted content analysis, categorization, systematic organization, and cause and effect analysis. The research findings indicate that the accessibility issues in service provision depend on environmental conditions and facilities, personnel, service procedures, communication, and the integration of cooperation with the community. In health promotion planning and service management, there are processes and strategies for health promotion planning, including factors related to the environment and facilities, the implementation of technology systems, communication and information provision, and community service. These can be used to manage health service provision by filtering environmental conditions and analyzing internal and external environmental factors. This involves setting operational strategies in line with objectives or visions. Implementing strategies consists of translating strategies into practice, with agency executives fostering understanding in the strategy implementation phase. Proactive policies or regulations have been established for hospitals under the Office of the Permanent Secretary of the Ministry of Defense to drive the development of medical service strategies.
