Educational Quality Management Systems and Mechanisms of Basic Educational Institutions Responding to Changes of the Future World

Abstract
The objectives of this research were: 1) to study the desirable quality of education in terms of learning outcomes and learning management methods; 2) to investigate the components, indicators, and criteria of educational quality in terms of learning outcomes and learning management methods; and 3) to develop educational quality management systems and mechanisms of basic educational institutions that could respond to changes in the future world. The study was conducted using the Exploratory Sequential Design Multi Method. The study findings were summarized as follows:
1. The desirable quality of education in terms of learning outcomes and learning management methods of basic education indicated that the learning outcomes and the learning management methods consisted of 34 characteristics and 16 methods, respectively.
2. The components, indicators, and criteria of educational quality in terms of learning outcomes and learning management methods of basic education found that the learning outcomes comprised 4 components as follows: 1) Learning Ability, 2) Emotional and Social Ability, 3) Working and Innovation Creation Ability, and 4) Characteristic and Moral Ability, and the learning management methods consisted of 4 components as 1) methods to self-learning and self-direction, 2) methods to be practical and ready for future changes, 3) methods for living together and sharing, and 4) methods for a valuable life. Indicators and criteria were determined concordantly with all of the components.
3. The educational quality management systems and mechanisms of basic educational institutions that could respond to changes in the future world showed that the PIMECI systems refer to the followings: 1) P: Quality Planning, 2) I: Implementation, 3) M&E: Monitoring and Evaluation, and 4) CI: Continuous Improvement and the quality management mechanisms comprise 4 mechanisms as 1) Quality Planning, 2) Implementation, 3) Monitoring and Evaluation, and 4) Continuous Improvement.
