Strategic Development of Participatory Administration in Basic Education Schools under Rayong Primary Educational Service Area Office 1

Abstract

This article aimed to 1) study the context, problems, and factors related to participatory administration in Basic Education schools under Rayong Education Service Area Office 1; 2)  develop a strategy for participatory administration in Basic Education schools under Rayong Education Service Area Office 1; and 3) evaluate the strategy for participatory administration in Basic Education schools under Rayong Education Service Area Office 1. This study was a mixed-methods research. The sample group was operated by questionnaires from 435 participants composed of school administrators, teachers, and academic staffs, by workshops and seminars based on experts, and also by evaluating strategic for participatory management strategies in basic education institutions by experts. Data analysis was performed by Means, Standard Deviation, and content analysis.


The research showed that 1) There were 6 factors related to the participatory administration in Basic Education schools under Rayong Education Service Area Office 1; infrastructure, service system, personnel, budget, equipment, and administration; while the 4 external factors consisted of society and culture, technology, economics, and politics and laws. 2) The strategic development for participatory administration in Basic Education schools under Rayong Education Service Area Office 1 composed of 1 vision, 4 missions, 4 goals, 4 strategic issues, 9 strategies, 17 KPIs, and 31 measures. The result from evaluating strategic development for participatory administration in basic education schools under Rayong Education Service Area Office 1 showed that most strategies were related at a high level. It was suitable, feasible, and acceptable at the level of high and highest.
