บทคัดย่อ
บทความนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพ ปัญหาและปัจจัยที่เกี่ยวข้องกับการบริหารแบบมีส่วนร่วมในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาระยอง เขต 1 2) พัฒนากลยุทธ์การบริหารแบบมีส่วนร่วมในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาระยอง เขต 1 และ 3) ประเมินกลยุทธ์การบริหารแบบมีส่วนร่วมในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาระยอง เขต 1 โดยระเบียบวิจัยแบบผสานวิธี กลุ่มตัวอย่าง คือ ผู้บริหารสถานศึกษา ข้าราชการครูและบุคลากรทางการศึกษา จำนวน 435 คน ประชุมเชิงปฏิบัติการและสัมมนาอิงผู้เชี่ยวชาญ และประเมินการพัฒนากลยุทธ์การบริหารแบบมีส่วนร่วมในสถานศึกษาขั้นพื้นฐานโดยผู้เชี่ยวชาญ วิเคราะห์ข้อมูลด้วยการหาค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา
ผลการวิจัยพบว่า 1) สภาพ ปัญหาและปัจจัยที่เกี่ยวข้องกับการบริหารแบบมีส่วนร่วมในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาระยอง เขต 1 มี 6 ด้าน คือ ด้านโครงสร้าง ด้านระบบบริการ ด้านบุคลากร ด้านงบประมาณ ด้านวัสดุอุปกรณ์ และด้านการบริหารจัดการ ส่วนปัจจัยภายนอก มี 4 ด้าน คือ ด้านสังคมและวัฒนธรรม ด้านเทคโนโลยี ด้านเศรษฐกิจ และด้านการเมืองและกฎหมาย 2) การพัฒนากลยุทธ์การบริหารแบบมีส่วนร่วมในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาระยอง เขต 1 ประกอบด้วย 1 วิสัยทัศน์ 4 พันธกิจ 4 เป้าประสงค์ 4 ประเด็นกลยุทธ์ 9 กลยุทธ์ 17 ตัวชี้วัด และ 31 มาตรการ 3) ผลการประเมินกลยุทธ์การบริหารแบบมีส่วนร่วม พบว่า กลยุทธ์ส่วนใหญ่มีความสอดคล้องในระดับมาก มีความเหมาะสม ความเป็นไปได้ และการยอมรับได้ในระดับมากและมากที่สุด
