Public Policy and Bang Rieang Community: Reviewed Issues for Success and Sustainability of Policy Driving

Abstract
This article aimed to review theoretical knowledge of public policy and present the case studies of community which revealed local policy should be formulated from both top-down and bottom-up and should also appropriated with the context and condition of each community. Public policy is a matter specifically for the state sector while the policy is not specific as it can be related to the state sector or the private sector. Thus, public policy is a practice of the state to decide to do or not to do something, and in doing this, the state needs to consider carefully because it can affect people as a whole. The state also needs to make known among people the public policy process is it policy formulation, implementation, and evaluation; they are all connected in a policy cycle. Moreover, participation and collaboration between community and state are an important factor to drive public policy for success and sustainability.
However, theoretical knowledge on public policy mentioned above will be worthless if, in practice, it is not utilized, especially in the context of community management in which people in the community are expected to be able to operate the policy process by themselves. Eventually, this will lead the community to being a self-managed community.
