Sex Offender Registration System: A New Dimension in Crime Prevention

Abstract
Sexual offense is a serious crime that has existed in Thai society for a long time. Currently, apart from legal measures in applying imprisonment and the treatment program for sex offenders in prisons, there are no other proactive measures to prevent and suppress sex crimes for better public safety and confidence. An exploration of measures or mechanisms to increase concrete ways of sex crime prevention should be considered and applied to the criminal justice system in Thailand. The researcher has studied various measures for sexual crime prevention and suppression in Western nations. It was found that sex offender registration system has been widely known and continuously implemented for over 20 years. The United States was the first nation to apply the system, and many countries later adopted it. Even though there exist many controversial opinions regarding the suitability of the sex offender registration system, Thailand has no other measures to support the policy on sex crime prevention and suppression. Therefore, it is essential to study and comprehend the sex offender registration system to appropriately adopt it in the context of Thai justice system and social conditions. This can pave the way for the creation of a sex offender registration system that will be the key to effective measures for sex crime prevention and suppression in Thailand.
