การพัฒนารูปแบบการจัดสรรงบประมาณเพื่อการจัดการศึกษาขั้นพื้นฐานในระบบโรงเรียนขององค์การปกครองส่วนท้องถิ่น

บทคัดย่อ

    การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อพัฒนารูปแบบการจัดสรรงบประมาณเพื่อการจัดการศึกษาขั้นพื้นฐานในระบบของโรงเรียนขององค์กรปกครองส่วนท้องถิ่น กรณีศึกษาเทศบาลตำบล ดำเนินการในลักษณะการวิจัยและการพัฒนา 4 ขั้นตอน คือ 1) กำหนดกรอบความคิดในการวิจัย 2) ศึกษาสภาพและปัญหาการจัดสรรงบประมาณเพื่อการจัดการศึกษาของเทศบาลตำบลในปัจจุบันโดยการศึกษากรณีศึกษา 3) สร้างรูปแบบบการจัดสรรงบประมาณเพื่อการจัดการศึกษาขั้นพื้นฐานในระบบโรงเรียนขององค์กรปกครองส่วนท้องถิ่น กรณีศึกษาเทศบาลตำบล โดยการประเมินความเป็นไปได้ของรูปแบบพร้อมทั้งปัญหา อุปสรรคและข้อเสนอแนะที่เกิดขึ้นหากมีการนำรูปแบบไปใช้ปฏิบัติจริง ด้วยแบบสอบถาม กลุ่มตัวอย่างในการวิจัย ได้แก่ เทศบาลตำบลที่จัดการศึกษาขั้นพื้นฐานในระบบโรงเรียนจำนวน 54 แห่ง สำหรับการวิเคราะห์ข้อมูลใช้การวิเคราะห์เนื้อหาและสถิติวิเคราะห์ ผลการวิจัยในแต่ละขั้นตอนได้นำไปใช้สนับสนุน ทบทวนและปรับปรุงแบบที่ได้จาการวิจัยอย่างต่อเนื่องตามลำดับ

          ผลการวิจัยได้รูปแบบการจัดสรรงบประมาณเพื่อการจัดการศึกษาขั้นพื้นฐานในระบบโรงเรียนขององค์กรการปกครองส่วนท้องถิ่น กรณีศึกษาเทศบาลตำบล ที่ประกอบด้วย 3 ส่วน ดังนี้

          ส่วนที่ 1 องค์ประกอบของรูปแบบการจัดสรรงบประมาณเพื่อการจัดการศึกษาขั้นพื้นฐานในระบบโรงเรียนขององค์กรปกครองส่วนท้องถิ่นกรณีศึกษาเทศบาลตำบลได้แก่ (1) หลักการและจุดมุ่งหมาย

(2) บทบาทและอำนาจหน้าที่ของผู้มีส่วนเกี่ยวข้อง (3) กระบวนการ (4) การมีส่วนร่วม และ (5) บริหารจัดการเวลา

             ส่วนที่ 2 แนวทางการนำรูปแบบไปใช้ของหน่วยงาน 2 ระดับ ได้แก่ ระดับสถานศึกษาและระดับเทศบาลตำบล

             ส่วนที่ 3 ปัจจัยเกื้อหนุนสู่ความสำเร็จของการใช้รูปแบบ

Development of Budget Allocation Model for Formal Basic Education of Local Govement: Case Study Subdistrict Municipality

    This study aimed to develop a budget allocation model for formal basic education of local government in case of subdistrict municipality. The research methodology divided into four phases 1) setting conceptual framework of the study 2) conducting case study to gather the data about the problem of budget allocation for education of subdistrict municipality.3) establishing the budget allocation model for formal basic education of local government in case of subdistrict municipality. and assessing the appropriateness of the model by focus group discussion, and 4) examining the feasibillty of the model in practical situation by questionnaire. The samples of study are 54 subdistrict municipalities that provided formal basic education of local government. Content Analysis and Statics Analysis were used to analyze the data. The results of each phase were used to support, review, and reform the model.

          The results indicated that budget model formal basic education of local government case study subdistrict municipality of three parts follows;

          Part 1, the component of the model including : 1) goal and principles. 2) roles and authority of stakeholders. 3) process. 4) participation. And 5) time management.

          Part 2, the model can be used in two levels: school level and subdistrict municipality levels.

          Part 3, supporting factors to be success with using the model.
