การพัฒนาทรัพยากรมนุษย์สู่ประชาคมอาเซียน

บทคัดย่อ

   บทความเรื่อง “การพัฒนาทรัพยากรมนุษย์สู่ประชาคมอาเซียน” มีวัตถุประสงค์เพื่อนำเสนนอแนวคิดและองค์ประกอบการพัฒนาทรัพยากรมนุษย์ ตามความหมายอย่างกว้าง คือ หมายถึง ประชาชนทั้งหมดทุกช่วงวัยของชุมชน สังคมและประเทศ และความหมายในวงแคบ คือ กำลังคนหรือประชาชนที่อยู่ในวัยแรงงาน ซึ่งเป็นปัจจัยการผลิตที่มนุษย์ โดยครอบคลุมทั้ง 4 องค์ประกอบ คือ การพัฒนาทรัพยากรมนุษย์ เป็นรายบุคคลการพัฒนาอาชีพ การบริหารผลปฏิบัติงานและการพัฒนาองค์กรโดยเน้นที่การศึกษาเป็นเครื่องมือการพัฒนา และมีวัตถุประสงค์เพื่อการเตรียมความพร้อมด้านทรัพยากรมนุษย์ของประเทศที่จะเข้าสู่ประชาคมอาเซียนในปี คศ. 2015 ในรูปแบบของภาคีการพัฒนาตั้งแต่ระดับครอบครัว ชุมชน สถาบันการศึกษา สถาบันศาสนา องค์กรปกครองส่วนท้องถิ่น ธุรกิจเอกชน สื่อมวนชน ประชาสังคม รัฐบาลและหน่วยงานภาครัฐ ตามกรอบความร่วมมือของประชาคมอาเซียน

Human resource Development Towards ASEAN community

   This article aims to present the concepts and components of human resources. In broad sense. This article refers of the population in all ages of the community society and countries and in narrow sense it refers to the population workforce which can be the factors of human productivitycovering 4 components : human resources development as individuals : career development; administration of production and organizational development. The focus is on the study of educational  as a tool for development and the purposes of national human resources preparation to enter the ASEAN community in 2015. The network model of development stems from family level. Community educational institutes. Religious institutes. local  administrative organizational. Private business sector mass media. Society. government and public sectors so that the framework of the collaboration in the ASEAN  community can be accomplished.
