Digital Sovereignty: The Design of Regulation and Governance in Multiple Dimensions

Abstract
This article analyzes digital sovereignty and regulatory design across multiple dimensions amid rapid technological and geopolitical changes. The study examines key dimensions of digital sovereignty, including state sovereignty, economic sovereignty, individual sovereignty, technological sovereignty, and data sovereignty, considering different governance models, regulatory design and implementation, as well as emerging challenges and tensions. Case studies from the European Union and various countries demonstrate that maintaining digital sovereignty requires balancing control and openness, developing domestic capabilities while fostering international cooperation, and considering the rights and interests of diverse stakeholders. The analysis reveals the complexities in implementing digital sovereignty frameworks, particularly in areas such as data localization, infrastructure development, and market competition. The research highlights the importance of developing flexible and adaptive regulatory frameworks that can address emerging challenges while protecting national interests and individual rights. Through comprehensive examination of policy instruments, governance mechanisms, and implementation strategies, the study provides insights into effective approaches for achieving digital sovereignty. The findings suggest that success in maintaining digital sovereignty depends on developing comprehensive policies and regulatory mechanisms that address all dimensions and respond to rapidly evolving challenges. The article concludes with recommendations for developing effective and sustainable regulatory frameworks, emphasizing the importance of flexibility, participation, and adaptability to change.
